Circular 03/2016/TT-BTNMT was issued by the Ministry of Natural Resources and Environment on March 10, 2016, listing specific requirements for chimneys of municipal solid waste incinerators.
Circular 03 stipulates that the chimney of the waste incinerator for household solid waste must ensure the following:
- The height of the chimney is calculated to ensure the requirements for ambient air quality when dispersing into the environment, but must not be lower than 20m from the ground. In cases where there are fixed obstacles within 40m from the base of the chimney that affect the dispersion process of exhaust gases, the chimney must be at least 03m higher than the highest point of the obstacle;
- The chimney must have an exhaust gas sampling point (port) with a diameter or width of each side from 90mm to 110mm, with a cover to adjust the opening, accompanied by a work platform to ensure safety and ease of access for sampling. The sampling point must be positioned within the range between the following two positions:
- Lower limit: Above the highest point of the joint between the duct from the exhaust gas treatment system and the chimney by a distance of at least 08 times the largest inner diameter of the chimney;- Upper limit: Below the rim of the chimney by a distance of at least 02 times the largest inner diameter of the chimney measured from the rim of the chimney.
