On December 13, 2018, the Ministry of National Defense issued Circular 169/2018/TT-BQP, specifically listing the requirements for explosion-proof barriers in weapon and explosive storage warehouses.
Accordingly, Circular 169 stipulates that the explosion containment berms of weapons and explosives storage warehouses must meet the following requirements:
- Weapons, materials, and support tools storage warehouses that receive and collect non-explosive substances do not need explosion containment berms;
- Weapons, explosive materials, and support tools storage warehouses that receive and collect explosive substances must have explosion containment berms. The height of the berm's peak should be equal to the ceiling height of the warehouse, the width of the berm's peak should be 1 meter, the distance from the berm's base to the warehouse wall should be 5 meters, and when a road passes through, the distance should be from 12 meters to 14 meters. The explosion containment berm solutions include:
- Earth berms: The soil used for the berm must be plastic or loose (rated grade 2 or 3). During the berm construction, large debris such as bricks, stones, or concrete weighing over 0.5 kg, as well as plants, grass, and trash, must be removed from the soil. The location for soil extraction must be more than 50 meters away from the warehouse, and if the excavation site is deeper than the area around the warehouse, it must be filled, compacted, and leveled to ensure a flat, water-free area. The berm body must be compacted, and the slopes must be tamped and pressed to ensure stability, preventing subsidence and erosion during use. The berm surface must be planted with grass for erosion control or treated with chemical and physical technology to harden the surface. The berm base must have a retaining wall less than 1 meter high. Earth berm;- Reinforced concrete berms with a retaining wall height equal to the ceiling height of the warehouse;- Berms utilizing the natural terrain slopes should have a drainage trench on the berm's peak to allow water to flow to both gable ends and out of the warehouse.
