Circulation 54/2018/TT-BLDTBXH was issued by the Ministry of Labor, Invalids, and Social Affairs on December 28, 2018, regulating the minimum amount of knowledge, competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of health and social services.

As stipulated in the regulations on the minimum required knowledge volume, the competency requirements for learners after graduating from the intermediate level, college level in the technical equipment discipline for pharmaceutical production, issued together with Circular 54/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating from the college level in the technical equipment discipline for pharmaceutical production are as follows:
- Ability to read technical drawings of equipment such as mechanical drawings, electrical system drawings, electronic system drawings;
- Ability to read user manuals, installation, operation, maintenance, and repair documents of pharmaceutical production equipment in a foreign language;
- Ability to install pharmaceutical production equipment according to technical procedures ensuring safety for people and equipment;
- Proficient operation of pharmaceutical production equipment according to procedures, ensuring safety for people and equipment;
- Ability to perform maintenance and calibration of pharmaceutical production equipment according to technical requirements;
- Capability to develop plans and assign personnel to perform installation and maintenance of pharmaceutical production equipment;
- Ability to execute repair methods for pharmaceutical production equipment in case of a breakdown;
- Proficient use of mechanical equipment, measuring instruments, etc.;
- Ability to perform first aid for casualties in case of an incident;
- Application of basic knowledge of electricity, electronics, and automatic control to work to enhance the efficiency of equipment;
- Skills in negotiating and reaching agreements with customers in the field of pharmaceutical production equipment;
- Capability to build technical configurations of pharmaceutical production equipment;
- Ability to create advisory and supervision plans for pharmaceutical production equipment projects;
- Capability to perform the equipment handover process, record work logs;
- Ability to use basic information technology as prescribed; exploit, process, and apply information technology in the specialized work of the field;
- Ability to use basic foreign language skills, achieving level 2/6 in the Vietnamese Foreign Language Competency Framework; applying foreign languages to the specialized work of the field.
