On December 28, 2018, Circular 54/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulating the minimum volume of knowledge and requirements for competencies that learners must achieve after graduating from intermediate and college levels in health and social services fields was issued.

According to the regulation on the minimum volume of knowledge and competency requirements that learners must achieve upon graduation from intermediate-level and college-level programs in the field of pharmaceutical production equipment technology, issued along with Circular 54/2018/TT-BLDTBXH, the following minimum skills are required for learners upon graduating with an intermediate-level in pharmaceutical production equipment technology:

- Ability to read technical mechanical drawings of equipment;

- Ability to read manuals for use, installation, operation, and maintenance of pharmaceutical production equipment in a foreign language;

- Ability to install pharmaceutical production equipment correctly according to technical processes, ensuring safety for personnel and equipment;

- Proficient operation of pharmaceutical production equipment correctly according to processes, ensuring safety for personnel and equipment;

- Ability to handle certain situations that arise during operations;

- Ability to perform maintenance on pharmaceutical production equipment according to technical standards;

- Proficient use of mechanical tools and measuring instruments;

- Ability to administer first aid in the event of an accident;

- Skills in negotiation and agreement with customers in the field of pharmaceutical production equipment;

- Basic information technology skills as regulated; ability to apply information technology in certain specialized tasks within the field;

- Basic proficiency in a foreign language, achieving level 1/6 in the Vietnam Language Proficiency Framework; ability to apply the foreign language in certain specialized tasks within the field.
