On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating at intermediate level, college level for fields, and professions in health and social services.

According to the Minimum Knowledge Volume Regulations, competency requirements that learners are expected to achieve after graduating the intermediate level and college level in medical laboratory technology as stipulated in Circular 54/2018/TT-BLDTBXH, the minimum skills acquired after graduating from the college level in medical laboratory technology are as follows:
- Proficiently prepare various buffer solutions, dyes, reagents, and media, and utilize reagent kits for laboratory work;
- Proficiently perform basic tests in hematology, transfusion medicine, biochemistry immunology, microbiology, parasitology, and cytopathology to aid in diagnosis and treatment of diseases;
- Identify common pathogenic microorganisms; interpret and analyze biochemical immunology, primary hematology, and transfusion results; identify pathological cells in inflammatory and tumor-like lesions in various body tissues;
- Independently or cooperatively organize mass testing in the community with colleagues;
- Properly use and maintain laboratory equipment, chemicals, and specialized biological products;
- Control infections and manage waste in accordance with laboratory biosafety regulations;
- Record, log, and statistically analyze professional activities using prescribed forms. Store and preserve documents in the assigned field;
- Participate in laboratory management and quality control;
- Utilize basic information technology as required; harness, process, and apply information technology in professional work of the industry;
- Use basic English, achieving Level 2/6 in the Vietnamese Framework of Foreign Language Proficiency; apply foreign language skills in professional work of the industry.
