Circular 54/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids, and Social Affairs stipulates the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate and college levels in health and social service sectors, effective from February 10, 2019.

According to the Regulations on the Minimum Knowledge Volume and Competency Requirements that Learners Must Achieve Upon Graduation from Intermediate and College Levels in the Field of Pharmaceutical Testing Engineering, issued together with Circular 54/2018/TT-BLDTBXH, the minimum knowledge that students must achieve upon graduating from the college level in pharmaceutical testing engineering includes:
- Be able to present basic knowledge of foundational subjects suitable for the training profession: Statistics and Probability, Micro-parasitology, Biology, General Chemistry, Analytical Chemistry;
- Be able to present basic knowledge of foundational subjects in the field suitable for the training profession: Pharmaceutical Chemistry, Pharmacology, Botany - Pharmaceuticals, Preparation, Traditional Medicine;
- Be able to present the sampling and sample preservation process for testing;
- Be able to explain the requirements for drug testing conditions;
- Be able to present the process of preparing chemicals, standard reagents for testing purposes;
- Be able to present the procedures for operating, calibrating, and maintaining machines used in drug testing;
- Be able to present the methods for drug, cosmetic, food product testing (Physical Chemistry, Chemical, Biological);
- Be able to analyze quality standards for the production environment (water, air, temperature, humidity…);
- Be able to present the drug manufacturing process and pharmaceutical standards as regulated;
- Be able to present the process of managing, reporting, and storing drug testing results;
- Be able to present basic knowledge about politics, culture, society, law, national defense and security, and physical education as regulated.
