On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating at intermediate level, college level for fields, and professions in health and social services.

According to the regulation on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from intermediate and college-level pharmacy programs issued with Circular 54/2018/TT-BLDTBXH, the minimum knowledge learners must achieve after graduating from intermediate-level pharmacy program is as follows:
- Present and apply basic knowledge of foundational subjects suitable for the training profession: basic medicine, chemistry (qualitative, quantitative), botany into the pharmaceutical specialization;
- Describe the position, role, and function of the pharmaceutical field in the Vietnamese health care system;
- Present and apply some basic contents of the Pharmacy Law and related legal documents about pharmaceutical practice;
- Present the effects, indications, unwanted effects, main contraindications of chemical drugs, vaccines, biologicals in the Essential Drugs List;
- Present the Vietnamese name, scientific name, usable parts, harvesting, preliminary processing, main chemical components, uses, and usage of 80 traditional medicines, essential medicinal herbs in the Essential Drugs List;
- Distinguish pharmaceutical forms and guide the use of pharmaceutical forms;
- Describe the production process of conventional drug forms (powder drugs, granules, tablets, capsules, ointments, creams, eye drops, injections);
- Present the regulations on sample collection, sample retention for testing; and sample disposal for testing;
- List the criteria and describe the testing methods for conventional pharmaceutical forms and raw materials for drugs.
- Present factors affecting the quality of drugs, chemicals, medicinal herbs, functional foods, cosmetics, and medical supplies;
- Present the regulations on arranging and preserving drugs, chemicals, medicinal herbs, functional foods, cosmetics, and medical supplies;
- Present and apply the principles and standards of good practice (including: GMP, GSP, GPP, GLP) in professional practice;
- Present basic knowledge about politics, culture, society, law, national defense, security, and physical education as regulated.
