Required documents for vehicle dossiers and inspection documents for motor vehicles in Vietnam from October 1, 2024

From October 1, 2024, there will be changes to the required documents for vehicle dossiers and inspection documents for motor vehicles in Vietnam from October 1, 2024

On August 12, 2024, the Minister of Transport issued Circular 30/2024/TT-BGTVT amending Circular 16/2021/TT-BGTVT regulating the technical safety inspection and environmental protection for motor vehicles and Circular 03/2018/TT-BGTVT which stipulates the technical safety and environmental protection inspection for imported automobiles under Decree 116/2017/ND-CP.

Required documents for vehicle dossiers and inspection documents for motor vehicles in Vietnam from October 1, 2024

From October 1, 2024, the required documents for vehicle dossiers and inspection documents for motor vehicles in Vietnamare specified by the Ministry of Transport of Vietnam as follows:

(1) Creating vehicle dossiers

The vehicle owner must declare information and provide the following documents to create vehicle dossiers (except for the first-time inspection to issue Inspection Certificates and Inspection Stamps with a validity of 15 days):

- Present Vehicle Registration Documents: the original Vehicle Registration Certificate issued by a competent state authority or the original Vehicle Registration Certificate retention receipt (with a copy of the Vehicle Registration Certificate) from a credit institution or a confirmed copy of the Vehicle Registration Certificate by a financial leasing or lending institution as per legal regulations or an appointment slip for the issuance of a Vehicle Registration Certificate;

- A copy of the Quality Inspection Certificate for domestically manufactured or assembled motor vehicles (excluding liquidated motor vehicles);

- The original Certificate of Technical Safety and Environmental Protection for renovated motor vehicles, or the Certificate of Technical Safety and Environmental Protection for renovated motor vehicles for newly renovated motor vehicles;

- A chassis number and engine number impression for motor vehicles exempted from inspection as specified in Clause 3, Article 5 of Circular 16/2021/TT-BGTVT;

- Declaration of information according to Appendix I issued with Circular 30/2024/TT-BGTVT.

(2) Inspection documents

When bringing a motor vehicle to the registration unit for inspection, the vehicle owner needs to present, submit the documents, and provide the following information:

- Present Vehicle Registration Documents: the original Vehicle Registration Certificate issued by a competent state authority or the original Vehicle Registration Certificate retention receipt (with a copy of the Vehicle Registration Certificate) from a credit institution or a confirmed copy of the Vehicle Registration Certificate by a financial leasing or lending institution as per legal regulations or an appointment slip for the issuance of a Vehicle Registration Certificate;

- The original Certificate of Technical Safety and Environmental Protection for renovated motor vehicles, or the Certificate of Technical Safety and Environmental Protection for renovated motor vehicles for newly renovated motor vehicles;

- Information on the login name, password, and URL of the electronic information management system for monitoring devices and cameras for motor vehicles required to be equipped with monitoring devices and cameras;

- Declaration of transport business activities in the monitoring sheet form according to the template in Appendix I issued with Circular 30/2024/TT-BGTVT.

08 Prohibited acts in motor vehicle inspection in Vietnam

According to Article 4 of Circular 16/2021/TT-BGTVT, there will be 08 prohibited acts in motor vehicle inspection in Vietnam as follows:

(1) Inspecting without sufficient content, incorrect processes, inspecting off-chain, and outside units infringing the regulations; falsifying inspection results.

(2) Inspecting when the testing equipment is damaged; inspecting when the testing equipment has not been checked, evaluated, or calibrated.

(3) Inspecting without ensuring the network connection for transmitting inspection data and results; inspecting when the camera system for monitoring and storing video images does not comply with regulations.

(4) Assigning personnel to carry out inspection work on the inspection line who do not meet regulations.

(5) Requiring the vehicle owner to take the vehicle for repair or maintenance at designated repair and maintenance facilities.

(6) Collecting inspection fees and charges contrary to regulations; engaging in negative or harassing behaviors.

(7) Inspecting and issuing inspection certificates for motor vehicles that are out of their service life.

(8) Creating vehicle dossiers, inspecting, using inspection imprints, printing Inspection Certificates, Inspection Stamps, and reporting inspection results that are not in conformance.
