Regarding this issue, LawNet responded as follows:

On August 29, 2023, the Prime Minister issued Official Telegram 771/CD-TTg, stating that the review of the handling of assets and working offices of agencies and organizations in administrative units has been arranged for the period 2019 with implementation plans for the period 2023–2030.

In order to overcome shortcomings and limitations in the period 2019–2021 and continue to arrange public headquarters economically and effectively, avoiding waste, in the period 2023–2030, the Prime Minister has requested relevant agencies, organizations, and individuals to carry out the following tasks:

- Chairman of the People's Committees of provinces and centrally run cities urgently direct the review, compilation of lists and assessments of the current status and use of public offices in administrative units (including units that have implemented arrangements in the period 2019–2021 but so far have not been arranged and used effectively and units that are expected to be arranged in the period 2023–2030);

In addition, promptly review, adjust, and update planning and land use plans to serve the rearrangement and handling of the headquarters, directing agencies, organizations, and units under direct management to urgently develop a plan for arrangement and handling and report to the Prime Minister on the implementation of the arrangement and handling plan before September 30, 2023.

At the same time, balance and allocate budget sources to invest in repairing, renovating, and upgrading working offices that can continue to be used for the operation of administrative units formed after the reorganization.
in accordance with local planning and actual conditions.

- The Ministry of Finance, the Ministry of Justice, the Vietnam Social Security, and other central ministries and agencies have their offices and vertical units stationed in administrative units at district and commune levels to arrange for the period of 2019–2021; now there is no urgent need to urgently use and transfer headquarters, housing, and land for the People's Committees of the provinces and centrally-run cities to arrange, manage, and use effectively, avoiding waste, negativity, and corruption; closely coordinate with localities to proactively develop plans for the arrangement and arrangement of public offices in administrative units expected to be arranged in the period of 2023–30.

- Minister of Finance:

+ Based on actual requirements, research and propose to develop a Decree to replace Decree 167/2017/NĐ-CP và Decree 67/2021/NĐ-CP of the Government and relevant legal documents to facilitate the handling of property, the working offices of agencies and organizations in administrative units to arrange;

- Urgently guide, according to authority, the handling of assets and working offices of agencies and organizations at district- and commune-level administrative units, ensuring compliance with the provisions of the law, simple administrative procedures, shortening implementation time, and avoiding waste, loss, corruption, negativity, damage, or deterioration of assets and headquarters.

Thereby, quickly overcome the situation: working offices of agencies and organizations in some localities, after arranging administrative units, still have to maintain 2-3 working offices; there are even places where a number of headquarters are vacant; the locality does not have funds for maintenance, repair, and protection, leading to deterioration, damage, loss, and wastefulness of the headquarters; the organization of liquidation and auction of a number of public offices and surplus public assets after the arrangement still faces many difficulties.

Gather, report, evaluate guidance results, and organize the implementation for the Prime Minister in October 2023.

- Minister of Home Affairs, Minister of Finance, Chairman of the People's Committee of Provinces, and centrally run cities according to functions, tasks, and powers, preside over and guide the arrangement of redundant headquarters according to authority;

The Ministry of Home Affairs presides over and promptly synthesizes problems and shortcomings when implementing the arrangement of administrative units, including the arrangement of public headquarters for agencies and organizations to report to the Prime Minister for consideration before September 30, 2023.

- The Government Office monitors and urges ministries and localities to implement this Official Dispatch and reports to the Prime Minister on problems and difficulties in the implementation process to remove, settle, and handle promptly. time.
