Regarding this matter, LawNet would like to answer as follows: 

Request for handling of the use of high-tech devices for cheating in the 2024's High School Graduation Examination in Vietnam

This is the content mentioned in Directive 15/CT-TTg dated May 16, 2024 on strengthening the direction and coordination in organizing the High School Graduation Examination and university and vocational education admission in 2024.

Specifically, to successfully organize 2024's High School Graduation Examination and university and vocational education admission, the Prime Minister of Vietnam requests:

(1) Ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-run cities to lead and direct comprehensively; coordinate smoothly, closely, effectively, and transparently; prepare conditions carefully and thoroughly; strictly implement regulations and rules on organizing the examination; proactively and promptly provide complete information and communication; deal flexibly and effectively with arising issues, creating the most favorable conditions for candidates to participate in the Examination.

(2) Ministry of Education and Training to:

- Issue documents for directing, guiding, and implementing the plan for organizing the Examination and university and college enrollment in the field of preschool education; ensure the quality of the test papers, appropriate differentiation, absolute safety, accuracy, and meet the requirements of the Examination;

- Proactively coordinate with ministries, central authorities, and localities in organizing the Examination and promptly handling arising issues;

- Continue to promote the application of information technology to serve the organization of the Examination, ensuring compliance, accuracy, and safety; coordinate with the Ministry of Public Security and localities to direct and implement solutions to prevent and combat negative behaviors, especially the use of high-tech devices for cheating in the Examination;

- Focus on directing the organization of the Examination; proactively carry out inspection, examination, and supervision of the Examination and university and college enrollment in the field of preschool education;

- Early develop specific plans to organize the examination and recognize high school graduation for students studying under the 2006 General Education Program who have not graduated in the 2024 Examination, ensuring effectiveness and reducing the state budget.

(3) People's Committees of provinces and centrally-run cities to:

- Direct the organization and take full responsibility for the local organization of the Examination, ensuring absolute safety and honesty;

- Develop plans and prepare sufficient human resources, material resources, and other necessary conditions to organize the Examination, especially contingency plans for severe weather and unforeseen situations;

- Organize training for those involved in organizing the Examination; inspect and examine the preparation and organization of the Examination according to regulations; not allow mistakes, negative behaviors, or violations of regulations; absolutely not allowing candidates to bring mobile phones, information technology devices into the examination room;

- Proactively implement measures to prevent and control diseases, ensure food safety, and take care of the health of candidates according to the guidance of the health authorities;

- Create favorable conditions for travel, dining, and accommodation for candidates and their relatives at Examination Centers, especially for candidates with difficult circumstances, remote areas, ethnic minority areas, mountainous and border areas, and islands;

- Proactively carry out effective communication work, coordinate with the media agencies, and provide complete public and transparent information about the Examination to parents and society for understanding and consensus in the stages of organization and implementation.

(4) Ministry of Labor, Invalids, and Social Affairs to issue documents for directing and guiding vocational education institutions in implementing the enrollment work for vocational education levels; coordinating with general education and higher education institutions to implement university enrollment plans, career counseling, and career orientation for learners in vocational education.

(5) Ministry of Public Security to direct the Police units, localities to closely coordinate with the Ministry of Education and relevant agencies and units to implement measures to ensure absolute security and safety for the Examination; prevent, detect, and promptly handle law violations and prohibit the use of high-tech devices for cheating in the Examination.

(6) Ministry of Health directs local health agencies to implement disease prevention and control, environmental sanitation, and food safety work; prepare human resources, materials, and medical equipment to provide medical examination and treatment for candidates and those involved in organizing the Examination with health issues.

(7) The Ministry of Information and Communications to coordinateto provide timely, complete, accurate information and ensure the information technology and postal infrastructure serving the High School Graduation Examination and university and vocational education enrollment.

(8) Ministries, government agencies, government-affiliated agencies, Vietnam Electricity Group, Vietnam Posts and Telecommunications Group, Military Industry - Telecommunications Group, Vietnam Post Corporation to actively coordinate and participate with the Ministry of Education and Training and localities in organizing the High School Graduation Examination and university and vocational education enrollment, ensuring safety, seriousness, and effectiveness.

(9) The Central Committee of the Ho Chi Minh Communist Youth Union to direct the youth union committees at all levels to support candidates, candidates' relatives, and ensure order and safety during the Examination.
