Reporting Regime on the Operations of the Project Management Board for Construction Investment

To be specific, Article 2 of Circular 02/2019/TT-BXD stipulates policies on reporting the operational status of the Project Management Boards (PMBs) specified in Clause 2, Article 18 of Circular 16/2016/TT-BXD dated June 30, 2016, issued by the Ministry of Construction, guiding the implementation of a number of articles of Decree 59/2015/ND-CP dated June 18, 2015, of the Government of Vietnam on the forms of organization and management of construction investment projects, as follows:

- No later than December 20 each year, ministries, sectors, localities, economic corporations, and state-owned general corporations are responsible for reporting to the Ministry of Construction on the operational status of the Project Management Boards under their management.- Report content: General evaluation of the operational status of the Project Management Boards; difficulties, obstacles, recommendations; data required to be reported according to Form No. 01 in the appendix issued together with this Circular.

Additionally, this Circular also stipulates policies on reporting the status of quality management, labor safety, and judicial expertise in the construction field as specified in Circular 26/2016/TT-BXD dated October 26, 2016, of the Ministry of Construction detailing some contents of quality management and maintenance of construction works, Circular 04/2017/TT-BXD dated March 30, 2017, of the Ministry of Construction on occupational safety management in construction execution, and Circular 04/2014/TT-BXD dated April 22, 2014, of the Ministry of Construction, guiding several contents on judicial expertise in construction investment activities, as follows:

No later than December 20 each year, specialized construction works management ministries, the Ministry of National Defense, and the Ministry of Public Security shall report on the status of quality management and labor safety in construction execution; Provincial People's Committees shall report on the status of quality management, labor safety, and judicial expertise in the construction field within their local management scope.

Report content according to Form No. 02 in the appendix issued together with Circular 02/2019/TT-BXD.
