The Politburo, Secretariat of Vietnam issued Conclusion 126-KL/TW on February 14, 2025, regarding the content and tasks of continuing to streamline and reorganize the political system's organization in 2025.

The Politburo, Secretariat require party committees, and party organizations to focus on effectively implementing and ensuring the timeline of several content and tasks.

In which, regarding the task of staffing management of the political system, the Politburo, Secretariat request the Central Organization Commission to advise the Central Steering Committee on staffing management to conduct a comprehensive review of actual staffing needs after reorganizing the organization linked with evaluating new cadre competencies, functions, tasks, and review, complete job positions; report to the Politburo on the plan for managing, allocating, and arranging staff of the political system for the period 2026 - 2031 by the end of Q2/2025.

Furthermore, the implementation of Conclusion 121-KL/TW dated January 24, 2025, of the Central Executive Committee of the Communist Party, the Politburo, Secretariat require as follows:

- Based on the conclusions of the Central and the implementation plan, timeline for 2025 by agencies, units, and localities, subordinate party committees must concentrate on leading and directing the decisive implementation of tasks and solutions mentioned in Conclusion 121-KL/TW dated January 24, 2025, ensuring the schedule and timeline according to the Plan. Urgently complete the internal organization of agencies, and units associated with the activities of party committees, cell branches (especially for the 4 party committees directly under the Central and 2 newly formed party committees under the provincial and city party committees directly under the Central), ensuring the organization of party congresses at all levels according to the prescribed schedule and required content as stated in Directive 35-CT/TW and Conclusion 118-KL/TW in 2016 of the Politburo.

The process of reorganizing the organizational structure and arranging cadres must continue to perform well in political work, politics, and policies concerning affected cadres; arranging cadres must be impartial and objective according to the spirit of "choosing the person for the job," retaining competent cadres, preventing "brain drain," avoiding internal complexities, and not affecting the organization of party congresses at various levels, ensuring the base-level congresses are conducted in March 2025, with top-level congresses above the base level at the beginning of Q2/2025.

- The directly subordinate party committees of the Central report to the Politburo, Secretariat, Central Steering Committee on the results of Resolution 18 (through the Central Organization Commission) on:

(1) Results of reorganizing organizational structures in localities, agencies, and units (clearly stating results of reorganizing organizational structures, streamlining internal institutions, reflecting arising difficulties, obstacles if any; good practices, new and effective methods; proposals, petitions for prompt resolution, addressing).

(2) The plan to implement Conclusion 121-KL/TW dated January 24, 2025 (delineating details of contents, tasks, time progress, and assignment of organizations for implementation). Completion before March 15, 2025.

- Newly formed party committees under the Central, provincial, and city party committees, and 2 newly established party committees under the provincial and city party committees directly under the Central promptly:

(1) Continue to cooperate with relevant agencies to submit to competent authorities the nomination of party committee members and inspection committees; issue decisions on work regulations under authority.

(2) Appoint the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairperson, vice-chairperson, and inspection committee members of party committees for the 2020 - 2025 term for subordinate party committees.

(3) Issue and guide the issuance of decisions under authority for the establishment, regulations on functions, tasks, organizational structure, work regulations of the subordinate party committees, advisory, and assisting agencies of newly formed party committees, and advisory and assisting agencies of subordinate party committees, party organizations; completion by February 28, 2025.

- The Central Organization Commission researches, advises on amending, supplementing relevant regulations on cadre work to suit the actual situation, reports to the Politburo, Secretariat in June 2025; proactively guides and promptly resolves arising difficulties, obstacles under authority, reports to the Politburo for consideration and direction (if needed); monitors, aggregates, reports to the Politburo on the results of Conclusion 121-KL/TW dated January 24, 2025, by agencies, units, and localities within the political system.

- The Central Inspection Committee presides and cooperates with the Central Organization Commission to prepare content and advise on the organization of 19 inspection teams of the Politburo, Secretariat to work with 69 directly subordinate party committees, provincial, and city party committees to grasp the situation, expedite, inspect the implementation of four major thematic tasks, including implementing Conclusion 121-KL/TW dated January 24, 2025, promptly guides, resolves difficulties, obstacles, ensuring uniform execution nationwide.
