Report on the Status of Establishing and Managing the Underground Works Database – Contents Analysis

According to Circular 02/2019/TT-BXD, the reporting policies on the establishment and management of the database for underground structures are specified in Clause 2 and Clause 3 of Circular 11/2010/TT-BXD dated August 17, 2010, by the Ministry of Construction, which provides guidance on the management of urban underground data are implemented as follows:

- At the latest by December 16 each year, the city People's Committee, district-level towns under the province are responsible for reporting to the Department of Construction on the situation of the establishment and management of the underground structure database. The report includes the following main contents:

- The situation of the establishment and implementation of the annual plan for the collection, investigation, and survey of underground structure data according to the decentralization within the management area;- The synthesis of the urban underground structure database according to the decentralization within the management area as stipulated in Clauses 1, 2, and 3 of Article 2 [**Circular 11/2010/TT-BXD**](https://lawnet.vn/vb/thong-tu-11-2010-tt-bxd-huong-dan-quan-ly-co-so-du-lieu-cong-trinh-ngam-do-thi-1af50.html) dated August 17, 2010, by the Ministry of Construction which provides guidance on the management of the urban underground database;- The management and exploitation of the use of the underground structure database according to the management hierarchy;- The situation of implementing the work of undergrounding overhead wires and cables within the area;- Difficulties and obstacles in the management and exploitation of the use of the database in the area and suggested solutions for overcoming them.

- At the latest by December 20 each year, the Department of Construction under the provincial People's Committee is responsible for reporting to the Ministry of Construction on the situation of the establishment and management of the underground structure database. The report includes the following main contents:

- The situation of promulgating regulations on the management, decentralization of management, and provision of data on urban underground structures in the urban areas within the province;- The situation of the establishment and implementation of the annual plan for the collection, investigation, and survey of underground structure data of the urban areas within the province;- The planning and implementation of the undergrounding of overhead wires and cables within the area;- Guidance and inspection of the implementation of regulations on the management, decentralization of management of the underground structure database;- The organization of storage and exploitation of the use of the underground structure database records according to the management decentralized and the legal provisions on archives;- Difficulties and obstacles in the management and exploitation of the use of the underground structure database of the urban areas within the province and suggested solutions for overcoming them.
