Report on Information Regarding Bank Card Activities Required

The State Bank of Vietnam issued Circular 19/2016/TT-NHNN on June 30, 2016, specifying the regulations on reporting information on bank card activities.

Accordingly, the reporting is stipulated in Circular 19 as follows:

- The card issuing organizations (TCPHT), the card settlement organizations (TCTTT), card switching organizations, and electronic card transaction clearing organizations shall conduct periodic reporting in accordance with the reporting policies and regulations of the State Bank of Vietnam.- When issuing internal regulations on card issuance and payment, TCPHT and TCTTT must submit these to the State Bank of Vietnam for monitoring and supervision.- At least 15 days before applying the service fee schedule for cards (newly issued or adjusted, supplemented), TCPHT must submit their card service fee schedule to the State Bank of Vietnam for monitoring and supervision.- TCPHT, TCTTT, card switching organizations, and electronic card transaction clearing organizations have the responsibility to report to the State Bank of Vietnam in the following cases:- Upon specific request of the State Bank of Vietnam to serve state management objectives;- When there are unusual developments in card activities that may affect the operations of TCPHT, TCTTT.
