On November 14, 2024, the Standing Committee of the National Assembly of Vietnam issued Resolution 1288/NQ-UBTVQH15 regarding the reorganization of district and commune-level administrative units in Ha Nam Province for the period 2023–2025, which includes the establishment of district-level town Kim Bang.

Reorganization of district and commune-level administrative units in Ha Nam Province from January 1, 2025

The reorganization of district and commune-level administrative units in Ha Nam Province from January 1, 2025, is as follows:

(1) Establishment of district-level town Kim Bang

Based on the entire natural area of 175.40 km² and a population size of 145,744 people of Kim Bang District.

Kim Bang Town borders district-level town Duy Tien, Phu Ly City, Thanh Liem District; Hanoi City, and Hoa Binh Province.

* Establishment of wards in district-level town Kim Bang

- Establish Que Ward based on the entire natural area of 3.06 km² and a population size of 7,287 of Que commune-level town.

Que Ward borders Dong Hoa Ward, Ngoc Son Ward, Thi Son Ward, Van Xa Commune, and Phu Ly City;

- Establish Ba Sao Ward based on the entire natural area of 31.42 km² and a population size of 5,866 of Ba Sao commune-level town.

Ba Sao Ward borders Tan Son Ward, the communes of Kha Phong, Lien Son, Thanh Son; Hanoi City, and Hoa Binh Province;

- Establish Tuong Linh Ward based on the entire natural area of 8.00 km² and a population size of 7,594 of Tuong Linh Commune.

Tuong Linh Ward borders Le Ho Ward, Tan Son Ward, Nguyen Uy Commune, and Hanoi City;

- Establish Thi Son Ward based on the entire natural area of 7.06 km² and a population size of 10,724 of Thi Son Commune.

Thi Son Ward borders Ngoc Son Ward, Que Ward, Lien Son Commune, Thanh Son Commune, and Phu Ly City;

- Establish Dong Hoa Ward based on the entire natural area of 9.09 km² and a population size of 11,755 of Dong Hoa Commune.

Dong Hoa Ward borders the wards of Dai Cuong, Le Ho, Ngoc Son, Que, Tan Son, Tan Tuu, Thuy Loi Commune, and Van Xa Commune;

- Establish Ngoc Son Ward based on the entire natural area of 6.03 km² and a population size of 6,272 of Ngoc Son Commune.

Ngoc Son Ward borders Dong Hoa Ward, Que Ward, Thi Son Ward, and the communes of Kha Phong, Lien Son, Thuy Loi;

- Establish Dai Cuong Ward based on the entire natural area of 5.69 km² and a population size of 8,824 of Dai Cuong Commune.

Dai Cuong Ward borders the wards of Dong Hoa, Le Ho, Tan Tuu, district-level town Duy Tien, and Hanoi City;

- Establish Le Ho Ward based on the entire natural area of 7.49 km2 and a population size of 10,162 of Le Ho Commune.

Le Ho Ward borders the wards of Dai Cuong, Dong Hoa, Tan Son, Tuong Linh, Nguyen Uy Commune, and Hanoi City;

- Establish Tan Son Ward based on the entire natural area of 10.34 km² and a population size of 11,407 of Tan Son Commune.

Tan Son Ward borders Ba Sao Ward, Dong Hoa Ward, Le Ho Ward, Tuong Linh Ward, the communes of Kha Phong, Thuy Loi, and Hanoi City;

- Establish Tan Tuu Ward based on the merger of the entire natural area of 4.69 km² and a population size of 12,463 of Nhat Tan Commune with the entire natural area of 3.96 km² and a population size of 5,915 of Nhat Tuu Commune. After its establishment, Tan Tuu Ward has a natural area of 8.65 km² and a population size of 18,378.

Tan Tuu Ward borders Dai Cuong Ward, Dong Hoa Ward, Hoang Tay Commune, Van Xa Commune, and district-level town Duy Tien.

After establishment, district-level town Kim Bang has 17 commune-level administrative units, including 10 wards: Ba Sao, Dai Cuong, Dong Hoa, Le Ho, Ngoc Son, Que, Tan Son, Tan Tuu, Thi Son, Tuong Linh, and 07 communes: Hoang Tay, Kha Phong, Lien Son, Nguyen Uy, Thanh Son, Thuy Loi, Van Xa.

(2) Reorganization of commune-level administrative units in Ha Nam Province

* Reorganization of commune-level administrative units in Binh Luc District

- Establish Binh An Commune based on the merger of the entire natural area of 6.90 km² and a population size of 5,331 of Boi Cau Commune, the entire natural area of 10.09 km² and a population size of 9,288 of An Noi Commune, and the entire natural area of 6.75 km² and a population size of 7,742 of Hung Cong Commune. After its establishment, Binh An Commune has a natural area of 23.73 km² and a population size of 22,361.

Binh An Commune borders the communes of Bo De, Dong Du, Ngoc Lu, Trung Luong, Vu Ban, Binh My commune-level town; Ly Nhan District, and Nam Dinh Province;

- After reorganization, Binh Luc District has 15 commune-level administrative units, including 14 communes and 01 commune-level town.

* Reorganization of commune-level administrative units in district-level town Duy Tien

- Establish Moc Hoan Commune based on the merger of the entire natural area of 5.50 km² and a population size of 5,113 of Moc Nam Commune and the entire natural area of 9.93 km² and a population size of 7,016 of Moc Bac Commune. After its establishment, Moc Hoan Commune has a natural area of 15.43 km² and a population size of 12,129.

Moc Hoan Commune borders Chuyen Ngoai Commune, Chau Giang Ward; Hanoi City, and Hung Yen Province;

- After reorganization, district-level town Duy Tien has 15 commune-level administrative units, including 09 wards and 06 communes.

* Reorganization of commune-level administrative units in Phu Ly City

- Establish Chau Cau Ward based on the merger of the entire natural area of 0.36 km² and a population size of 12,439 of Minh Khai Ward, the entire natural area of 0.30 km² and a population size of 7,043 of Luong Khanh Thien Ward, the entire natural area of 0.58 km² and a population size of 10,784 of Hai Ba Trung Ward, and the entire natural area of 0.19 km² and a population size of 11,644 of Tran Hung Dao Ward. After its establishment, Chau Cau Ward has a natural area of 1.42 km² and a population size of 41,910.

Chau Cau Ward borders the wards of Lam Ha, Le Hong Phong, Liem Chinh, Quang Trung, and Thanh Chau;

- Incorporate the entire natural area of 3.38 km² and a population size of 8,888 of Liem Chung Commune into Liem Chinh Ward. After incorporation, Liem Chinh Ward has a natural area of 6.70 km² and a population size of 17,015.

Liem Chinh Ward borders the wards of Chau Cau, Lam Ha, Tan Liem, Thanh Chau, and Thanh Liem District;

Incorporate the entire natural area of 4.14 km² and a population size of 5,188 of Tien Hai Commune into Lam Ha Ward. After incorporation, Lam Ha Ward has a natural area of 10.41 km² and a population size of 14,874.

Lam Ha Ward borders the wards of Chau Cau, Liem Chinh, Quang Trung, Tan Hiep, Tan Liem, Dinh Xa Commune, and district-level town Duy Tien;

- Establish Tan Liem Ward based on the merger of the entire natural area of 3.31 km² and a population size of 5,433 of Liem Tuyen Commune, and the entire natural area of 5.70 km² and a population size of 7,244 of Liem Tiet Commune. After its establishment, Tan Liem Ward has a natural area of 9.01 km² and a population size of 12,677.

Tan Liem Ward borders Lam Ha Ward, Liem Chinh Ward, Dinh Xa Commune, Trinh Xa Commune, and Thanh Liem District;

- Establish Tan Hiep Ward based on the merger of the entire natural area of 5.10 km² and a population size of 5,515 of Tien Hiep Commune, and the entire natural area of 7.48 km² and a population size of 6,793 of Tien Tan Commune. After its establishment, Tan Hiep Ward has a natural area of 12.58 km² and a population size of 12,308.

Tan Hiep Ward borders Lam Ha Ward, Quang Trung Ward, Kim Binh Commune; district-level town Duy Tien and district-level town Kim Bang;

After reorganization, Phu Ly City has 14 commune-level administrative units, consisting of 10 wards and 04 communes.

As of January 1, 2025, Ha Nam Province has 06 district-level administrative units, including 03 districts, 02 district-level towns, and 01 city; 98 commune-level administrative units, including 65 communes, 29 wards, and 04 commune-level towns.
