On October 24, 2025, the Standing Committee of the National Assembly of Vienam issued Resolution 1255/NQ-UBTVQH15 on reorganizing commune-level administrative units in Bac Ninh Province for the period 2023 – 2025.
Reorganize the commune-level administrative units in Bac Ninh Province from December 1, 2024, as follows:
* Reorganization of Commune-level Administrative Units in Bac Ninh City
- Establish Tien Ninh Ve Ward by merging the entire natural area of 0.33 km2, with a population size of 9,890 from Tien An Ward, the entire natural area of 0.58 km2, with a population size of 6,447 from Ve An Ward, and the entire natural area of 0.82 km2, with a population size of 15,036 from Ninh Xa Ward. After establishment, Tien Ninh Ve Ward covers a natural area of 1.73 km2 and has a population size of 31,373.
Tien Ninh Ve Ward borders Dai Phuc, Kinh Bac, Suoi Hoa, and Vo Cuong Wards;
- After reorganization, Bac Ninh City has 17 wards.
* Reorganization of Commune-level Administrative Units in Luong Tai District
- Establish An Tap Commune by merging the entire natural area of 4.85 km2, with a population size of 4,591 from Lai Ha Commune, and the entire natural area of 5.31 km2, with a population size of 7,662 from My Huong Commune. After establishment, An Tap Commune has a natural area of 10.16 km2 and a population size of 12,253.
An Tap Commune borders An Thinh, Phu Hoa, Quang Minh, Trung Kenh Communes, and Hai Duong Province;
- Establish Quang Minh Commune by merging the entire natural area of 5.43 km2, with a population size of 5,207 from Trung Xa Commune, and the entire natural area of 5.99 km2, with a population size of 5,697 from Minh Tan Commune. After establishment, Quang Minh Commune covers a natural area of 11.42 km2 and has a population of 10,904.
Quang Minh Commune borders An Tap, Phu Hoa, Trung Chinh Communes, and Hai Duong Province;
- After reorganization, Luong Tai District has 12 commune-level administrative units, including 11 communes and 01 commune-level town.
* Reorganization of Commune-level Administrative Units in Que Vo District-level Town
- Merge the entire natural area of 6.02 km2, with a population size of 5,221 from Han Quang Commune into Chi Lang Commune. After merging, Chi Lang Commune has a natural area of 15.69 km2 and a population size of 16,346.
Chi Lang Commune borders Mo Dao, Yen Gia Communes; Gia Binh District, Tien Du District, and Thuan Thanh District-level Town;
- After reorganization, Que Vo District-level Town has 20 commune-level administrative units, including 11 wards and 09 communes.
* Establishment of Commune-level Town in Gia Binh District
- Establish Nhân Thắng Commune-level Town based on the entire natural area of 8.18 km2 and a population size of 10,572 from Nhan Thang Commune.
Nhan Thang Commune-level Town borders Binh Duong, Dai Lai, Thai Bao, Xuan Lai Communes, and Luong Tai District;
- After the establishment of the commune-level town, Gia Binh District has 14 commune-level administrative units, including 12 communes and 02 commune-level towns.
After the reorganization of commune-level administrative units, Bac Ninh Province has 08 district-level administrative units, including 04 districts, 02 district-level towns, and 02 cities; 121 commune-level administrative units, including 66 communes, 50 wards, and 05 commune-level towns.
According to Article 2 of Resolution 35/2023/UBTVQH15 stipulating principles for reorganizing district- and commune-level administrative units:
- Ensure the leadership of the Vietnam Communist Party and strengthen the role of leadership, guidance of the head of the agency, organization in implementing the arrangement of district- and commune-level administrative units.
- The reorganization of district- and commune-level administrative units must comply with the Constitution, and adhere to the correct authority, procedures, and regulations of the law.
- The reorganization of district- and commune-level administrative units must be suitable with provincial planning, rural planning, urban planning, or other related planning.
- Carefully consider unique factors of history, culture, ethnicity, religion, beliefs, customs, geographical position, natural conditions, community, defense, security, social order, economic and social development.
- Focus on and effectively carry out public education and mobilization to create consensus, support, and high unity on the policy of reorganizing district- and commune-level administrative units;
- Organize public consultations in a transparent and compliant manner in accordance with the law.
- Connect the reorganization of district- and commune-level administrative units with the reform, arrangement of the political system's organizational structure for streamlined, effective operations.
- Implement staff reduction, restructure, and improve the quality of officials and public employees, and workers.
- Resolve policies and policies appropriately with officials and public employees, and workers.
- Implement special support policies for district- and commune-level administrative units after restructuring.
