On October 24, 2024, the Standing Committee of the National Assembly of Vietnam issued Resolution 1239/NQ-UBTVQH15 concerning the reorganization of district-level and commune-level administrative units in Yen Bai province for the period 2023 - 2025.

Reorganization of commune-level administrative units of Yen Bai province from December 01, 2024

The reorganization of commune-level administrative units in Yen Bai Province from December 1, 2024, is as follows:

(1) Reorganization of Commune-level Administrative Units in Yen Binh District

- Merge the entire natural area of 9.62 km2 and the population of 4,308 people from Yen Binh Commune into Bach Ha Commune. After merging, Bach Ha Commune will have a natural area of 30.36 km2 and a population of 8,777 people.

Bach Ha Commune borders Phuc An, Vinh Kien, Vu Linh Communes, the commune-level town of Thac Ba, and Tuyen Quang Province;

- After reorganization, Yen Binh District will have 23 commune-level administrative units, including 21 communes and 2 townships.

(2) Reorganization of Commune-level Administrative Units in Yen Bai City

- Merge the entire natural area of 1.42 km2 and the population of 7,633 people from Nguyen Phuc Ward into Hong Ha Ward. After merging, Hong Ha Ward will have a natural area of 2.51 km2 and a population of 16,691 people.

Hong Ha Ward borders Hop Minh, Nam Cuong, Nguyen Thai Hoc Wards, and Au Lau, Gioi Phien, Tuy Loc Communes;

- After reorganization, Yen Bai City will have 14 commune-level administrative units, including 8 wards and 6 communes.

(3) Reorganization of Commune-level Administrative Units in Tran Yen District

- Establish Thanh Thinh Commune by merging the entire natural area of 13.44 km2 and a population of 3,095 people from Dao Thinh Commune and the entire natural area of 14.33 km2 and a population of 3,102 people from Viet Thanh Commune. After establishment, Thanh Thinh Commune will have a natural area of 27.77 km2 and a population of 6,197 people.

Thanh Thinh Commune borders Bao Dap, Hoa Cuong, Quy Mong, Tan Dong, Y Can Communes, the commune-level town of Co Phuc, and Yen Binh District;

- Merge the entire natural area of 5.11 km2 and the population of 2,192 people from Nga Quan Commune into Cuong Thinh Commune. After merging, Cuong Thinh Commune will have a natural area of 21.46 km2 and a population of 4,893 people.

Cuong Thinh Commune borders Minh Quan and Y Can Communes, the commune-level town of Co Phuc, and Yen Bai City;

- Merge the entire natural area of 10.47 km2 and the population of 3,217 people from Bao Hung Commune into Minh Quan Commune. After merging, Minh Quan Commune will have a natural area of 30.09 km2 and a population of 8,043 people.

Minh Quan Commune borders Viet Cuong Commune; Yen Bai City and Phu Tho Province;

- After reorganization, Tran Yen District will have 18 commune-level administrative units, including 17 communes and 1 township.

After the reorganization of commune-level administrative units, Yen Bai Province will have 9 district-level administrative units, including 7 districts, 1 district-level town, and 1 city; 168 commune-level administrative units, including 146 communes, 12 wards, and 10 townships.

Principles of reorganizing district and commune-level administrative units in Vietnam in the Period 2023 - 2030

Pursuant to Article 2 of Resolution 35/2023/UBTVQH15 stipulating principles for reorganizing district and commune-level administrative units:

- Ensure the leadership of the Vietnam Communist Party and enhance the leadership role of the head of agencies, organizations in implementing the reorganization of district and commune-level administrative units.

- The reorganization of district and commune-level administrative units must comply with the Constitution, following the authority, procedures, and regulations of the law.

- The reorganization of district and commune-level administrative units must align with provincial planning, rural planning, urban planning, or other relevant plans.

- Give attention, careful consideration to distinctive factors about historical tradition, culture, ethnicity, religion, belief, customs, geographic location, natural conditions, community, national defense, security, social order, social safety, economic-social development.

- Focus and excel in propagating and mobilizing the People to create consensus, support, and high unity regarding the reorganization of district and commune-level administrative units;

- Organize consultations with voters in the area ensuring openness, transparency, and compliance with the law.

- Connect the reorganization of district and commune-level administrative units with innovation, reorganizing the political system's apparatus for streamlined, effective, and efficient operation;

- Implement staff reduction, restructure, and improve the quality of officials and public employees;

- Solve policies, reasonable policies towards officials and public employees;

- Implement special support policies for the units.
