Below is the content of the regulation on the reorganization of commune-level administrative units of Ho Chi Minh City from January 1, 2025.

On November 14, 2024, the Standing Committee of the National Assembly of Vietnam issued Resolution 1278/NQ-UBTVQH15 regarding the reorganization of commune-level administrative units of Ho Chi Minh City for the period 2023 – 2025.

Reorganization of commune-level administrative units in Ho Chi Minh City from January 1, 2025

The reorganization of commune-level administrative units (wards) of Ho Chi Minh City from January 1, 2025, is as follows:

(1) District 3

- Merge the entire Ward 10 into Ward 9.

- Merge the entire Ward 13 into Ward 12.

After reorganization, District 3 has 10 wards.

(2) District 4

- Merge the entire Ward 6 into Ward 9.

- Merge the entire Ward 10 into Ward 8.

- Merge the entire Ward 14 into Ward 15.

After reorganization, District 4 has 10 wards.

(3) District 5

- Merge the entire Ward 3 into Ward 2.

- Merge the entire Ward 6 into Ward 5.

- Merge the entire Ward 8 into Ward 7.

- Merge the entire Ward 10 into Ward 11.

After reorganization, District 5 has 10 wards.

(4) District 6

- Merge the entire Ward 3 and Ward 4 into Ward 1.

- Merge the entire Ward 6 and adjust part of Ward 5 to merge into Ward 2.

- Merge the entire Ward 5 after the above adjustment into Ward 9.

- Adjust part of the natural area and population of Ward 10 to merge into Ward 11.

- Adjust part of the natural area and population of Ward 13 to merge into Ward 14.

After reorganization, District 6 has 10 wards.

(5) District 8

- Establish the ward Rach Ong on the basis of merging the entire Ward 1, Ward 2, Ward 3.

- Establish the ward Hung Phu on the basis of merging the entire Ward 8, Ward 9, Ward 10.

- Establish the ward Xom Cui on the basis of merging the entire Ward 11, Ward 12, Ward 13.

After reorganization, District 8 has 10 wards.

(6) District 10

- Merge the entire Ward 7 into Ward 6.

- Merge the entire Ward 5 into Ward 8.

- Merge the entire Ward 11 into Ward 10.

After reorganization, District 10 has 11 wards.

(7) District 11

- Merge the entire Ward 2 into Ward 1.

- Merge the entire Ward 4, Ward 6 into Ward 7.

- Merge the entire Ward 12 into Ward 8.

- Merge the entire Ward 9 into Ward 10.

- Merge the entire Ward 13 into Ward 11.

After reorganization, District 11 has 10 wards.

(8) Binh Thanh District

- Merge the entire Ward 3 into Ward 1.

- Adjust part of the natural area and population of Ward 6 to merge into Ward 5.

- Merge the entire Ward 6 after adjustment according to regulations into Ward 7.

- Adjust part of the natural area and population of Ward 13 to merge into Ward 11.

- Merge the entire Ward 15 into Ward 2.

- Merge the entire Ward 21 into Ward 19.

- Merge the entire Ward 24 into Ward 14.

After reorganization, Binh Thanh District has 15 wards.

(9) Go Vap District

- Merge the entire Ward 4, Ward 7 into Ward 1.

- Merge the entire Ward 9 into Ward 8.

- Adjust part of the natural area and population of Ward 13 to merge into Ward 14.

- Merge the entire natural area and population of Ward 13 after adjustment according to regulations into Ward 15.

After reorganization, Go Vap District has 12 wards.

(10) Phu Nhuan District

- Merge the entire Ward 3 into Ward 4.

- Merge the entire Ward 17 into Ward 15.

After reorganization, Phu Nhuan District has 11 wards.

After reorganizing the commune-level administrative units, Ho Chi Minh City has 22 district-level administrative units, including 16 districts, 5 rural districts, and 1 city; 273 commune-level administrative units, including 210 wards, 58 communes, and 5 commune-level towns.

Principles for organizing district-level and commune level administrative units in Vietnam for the period 2023 - 2030

Based on Article 2 of Resolution 35/2023/UBTVQH15 regulating the principles of organizing district and commune-level administrative units:

- Ensure the leadership of the Vietnam Communist Party and strengthen the role of leadership, direction of the heads of agencies and organizations in implementing the reorganization of district and commune-level administrative units.

- The organization of district and commune-level administrative units must comply with the Constitution, follow the correct authority, procedures, and legal regulations.

- The organization of district and commune-level administrative units must ensure consistency with provincial planning, rural planning, urban planning, or other relevant plans.

- Pay attention to and carefully consider specific factors regarding historical tradition, culture, ethnicity, religion, beliefs, customs, geographical location, natural conditions, residential community, requirements to ensure defense, security, social order, social safety, and socio-economic development.

- Focus on and excel in propaganda, mobilizing people to create consensus, support, and high unity for the policy of organizing district and commune-level administrative units;

- Organize polling of constituents in the area ensuring publicity, transparency, and conformity with the law.

- Link the reorganization of district and commune-level administrative units with the renewal and reorganization of the streamlined political system with effective operations;

- Implement the reduction of staff numbers, restructure, and improve the quality of the team of officials and public employees, and workers;

- Resolve policies reasonably for officials and public employees, and workers;

- Implement special support policies for district and commune-level administrative units after reorganization.
