On October 24, 2024, the Standing Committee of the National Assembly of Vietnam issued Resolution 1254/NQ-UBTVQH15 regarding the reorganization of commune-level administrative units in Bac Lieu province for the 2023 – 2025 period.

Reorganization of commune-level administrative units in Binh Thuan province from December 01, 2024

Resolution 1254/NQ-UBTVQH15 in 2024 has decided the following reorganization of administrative units in Binh Thuan province from December 1, 2024:

* Reorganization of Commune-Level Administrative Units in Phan Thiet City

- Merge the entire natural area of 0.48 km2 with a population of 10,545 of Duc Thang Ward and the entire natural area of 0.39 km2 with a population of 12,328 of Duc Nghia Ward into Lac Dao Ward. After the merge, Lac Dao Ward will have a natural area of 1.36 km2 and a population of 37,205.

Lac Dao Ward borders the wards of Binh Hung, Duc Long, Phu Tai, Phu Trinh, and the East Sea;

- Merge the entire natural area of 0.81 km2 with a population of 11,319 of Hung Long Ward into Binh Hung Ward. After the merge, Binh Hung Ward will have a natural area of 1.59 km2 and a population of 22,834.

Binh Hung Ward borders the wards of Lac Dao, Phu Thuy, Phu Trinh, and the East Sea;

- After the reorganization, Phan Thiet City will have 15 commune-level administrative units, consisting of 11 wards and 04 communes.

* Reorganization of Commune-Level Administrative Units in Bac Binh District

- Adjust a part of the natural area of 4.43 km2 from Phan Lam Commune to merge into Phan Son Commune. After adjustment, Phan Son Commune will have a natural area of 192.22 km2 and a population of 4,302.

Phan Son Commune borders the communes of Phan Lam, Song Binh, Song Luy, and Lam Dong Province;

- After adjustment according to point a of this clause, Phan Lam Commune will have a natural area of 392.30 km2 and a population of 2,785.

Phan Lam Commune borders the communes of Binh An, Phan Dien, Phan Son, Song Binh; Tuy Phong District and Lam Dong Province;

- After the reorganization, Bac Binh District will have 18 commune-level administrative units, consisting of 16 communes and 02 commune-level towns.

After reorganizing commune-level administrative units, Binh Thuan province will have 10 district-level administrative units, consisting of 08 districts, 01 district-level town, and 01 city; 121 commune-level administrative units, consisting of 93 communes, 16 wards, and 12 commune-level towns.

Principles of arranging district-level and commune-level administrative units during the 2023 - 2030 period in Vietnam

Based on Article 2 of Resolution 35/2023/UBTVQH15, the principles of arranging district-level and commune-level administrative units are as follows:

- Ensure the leadership of the Vietnam Communist Party and strengthen the leadership role of the head of the agency or organization in implementing the reorganization of district-level and commune-level administrative units.

- The arrangement of district-level and commune-level administrative units must comply with the Constitution, and follow the authority, procedure, and order as prescribed by law.

- The arrangement of district-level and commune-level administrative units must ensure alignment with provincial plans, rural plans, urban plans, or other relevant plans.

- Carefully consider unique factors related to historical traditions, culture, ethnicity, religion, belief, customs, geography, natural conditions, community, requirements for national defense, security, social order, safety, and socio-economic development.

- Focus on and well-conduct propaganda and mobilization of the people to create consensus, support, and high unity regarding the policy of arranging district-level and commune-level administrative units;

- Organize to gather opinions from voters in the area in a public, transparent, and legally conformable manner.

- Combine the arrangement of district-level and commune-level administrative units with the innovation and reorganization of the political system's structure to ensure streamlined, effective, and efficient operations;

- Implement staff simplification, restructure, and improve the quality of officials and public employees;

- Resolve appropriate policies for officials and public employees;

- Implement special support policies for district-level and commune-level administrative units after implementing the arrangement.
