On October 24, 2024, the National Assembly Standing Committee of Vietnam issued Resolution 1254/NQ-UBTVQH15 on the reorganization of commune-level administrative units in Bac Lieu province for the period 2023 – 2025.

Reorganization of commune-level administrative units in Bac Lieu from December 1, 2024

Resolution 1254/NQ-UBTVQH15 in 2024 has reorganized the commune-level administrative units in Bac Lieu city as follows:

- Adjust part of the natural area measuring 5.26 km², with a population size of 3,553 people of Ward 8 to merge into Ward 3. After the adjustment, Ward 3 has a natural area of 6.19 km² and a population size of 22,432 people.

Ward 3 borders Ward 1, Ward 2, Ward 5, Ward 7, Ward 8; Hoa Binh district and Vinh Loi district;

- After adjustment according to this clause's point a, Ward 8 has a natural area of 5.77 km² and a population size of 10,144 people.

Ward 8 borders Ward 3, Ward 7, and Vinh Loi district;

- After reorganization, Bac Lieu city has 10 commune-level administrative units, including 07 wards and 03 communes.

After reorganizing the commune-level administrative units, Bac Lieu province has 07 district-level administrative units, including 05 districts, 01 district-level town, and 01 city; 64 commune-level administrative units, consisting of 49 communes, 10 wards, and 05 commune-level towns.

Principles for reorganizing district and commune-level administrative units during 2023 - 2030 in Vietnam

According to Article 2 of Resolution 35/2023/UBTVQH15, the principles for reorganizing district and commune-level administrative units are as follows:

- Ensure the leadership of the Communist Party and enhance the leadership and direction role of heads of agencies and organizations in implementing the reorganization of district and commune-level administrative units.

- The reorganization of district and commune-level administrative units must comply with the Constitution, and follow the authority, order, and procedures prescribed by law.

- The reorganization of district and commune-level administrative units must be consistent with provincial planning, rural planning, urban planning, or other related planning.

- Pay careful consideration to specific factors such as historical tradition, culture, ethnicity, religion, beliefs, customs, geographical location, natural conditions, community, national defense, security, public order, social safety, and socio-economic development.

- Pay attention to and effectively carry out propaganda work to mobilize the People to create consensus, support, and high unity regarding the reorganization of district and commune-level administrative units;

- Organize a referendum among voters in the area to ensure openness, transparency, and compliance with the law.

- Link the reorganization of district and commune-level administrative units with the renewal and reorganization of the political system's structure for streamlined, effective, and efficient operation;

- Implement staff reduction, restructure, and improve the quality of officials and public employees, and workers;

- Resolve policies for officials and public employees, and workers;

- Implement special support policies for district and commune-level administrative units after the reorganization.

Regulations on naming and renaming administrative units formed after reorganization in Vietnam

- Naming and renaming administrative units formed after reorganization are implemented according to Law on the Organization of Local Government and resolutions of the National Assembly Standing Committee on standards of administrative units and classification of administrative units; ensure national solidarity, align with historical factors, traditions, local culture, and respect the opinion of the majority of voters.

- In the case of merging administrative units at the same level, it is encouraged to use one of the existing names of the administrative units before the merger for naming the administrative unit formed after reorganization.
