On October 26, 2017, the Ministry of Public Security issued Circular 49/2017/TT-BCA detailing policies on allowances for judicial examination in the field of forensic engineering; the composition and number of personnel performing duties during autopsy, post-mortem examination, and exhumation in examination cases.
According to Circular 49, the daily forensic technical examination allowance for one person is stipulated as follows:
- VND 150,000/day/person applies to examinations not specified in sections 2 and 3 below.- VND 300,000/day/person applies to the following examinations: firearms, ammunition, sound; document examination requiring specialized equipment emitting radiation or laser beams; digital and electronic examinations; examination of mechanical collision traces in traffic accidents, tool marks, lock traces, which require specialized equipment emitting radiation or laser beams...- VND 500,000/day/person applies to the following examinations: fire and explosion; narcotics; DNA; examination of embossed characters on materials that have been erased, altered, or re-embossed; examination of fingerprint traces requiring one of the following methods: cyanoacrylate fuming, Ninhydrin, Iodine, particle analysis, Amilo Black to detect traces...
