On July 20, 2011, the Ministry of Public Security promulgated Circular 53/2011/TT-BCA-V22 regulating the management and use of training and regular retraining funds in the Vietnam People's Public Security Force.

Under Clause 1, Article 3 of Circular 53/2011/TT-BCA-V22, depending on the participants and thier qualifications, the training and retraining institutions, and the People's Public Security units and police departments in Vietnam are assigned to organize training and retraining classes to arrange lecturers and repouters of each level accordingly. The remuneration levels for lecturers and speakers inside and outside the Vietnam People's Public Security (including lecture plan drafting remuneration) are specified as follows:
- Lecturers and speakers who are members of the Central Committee of the Communist Party of Vietnam, Ministers, Secretaries of the Provincial CPV Committee, and equivalent positions: A maximum of 1,000,000 VND/session;
- Lecturers and speakers who are Deputy Ministers, Chairmen of Provincial People's Councils, Chairmen of Provincial People's Committees, Deputy Secretaries of Provincial CPV Committees, and equivalent positions; Directors General, lecturers, and speakers with the rank of general; Professors, Senior Specialists, Doctors of Science: A maximum of 800,000 VND/session;
- Lecturers and speakers who are Vice Chairmen of Provincial People’s Councils, Vice Chairmen of Provincial People’s Committees; Deputy Directors General; heads of Departments, General Departments, and equivalents; Associate Professors, PhDs, Senior Lecturers; officers with the rank of Colonel, Lieutenant Colonel: A maximum of 600,000 VND/session;
- Lecturers and speakers who are officials and public employees, officers working at central and provincial agencies and units (excluding the three âbove categories): A maximum of 500,000 VND/session.
- Lecturers and speakers who are officials and public employees, officers working at units from district level and equivalent or lower (for classes conducted by district-level police and below): A maximum of 300,000 VND/session.
For professional training classes with specific knowledge; training classes using new teaching methods without predefined materials, in addition to the standard lecturer remuneration mentioned above, based on the quality requirements of each training class, heads of People's Public Security units and police departments assigned to organize training classes may decide to pay for the drafting of teaching materials separately through a lump-sum contract, ensuring it stays within the budget approved by the competent authority.
- For lecturers who are teachers and lecturers tasked with teaching in the academies, and schools in the Vietnam People's Public Security, the extra teaching hours beyond the standard teaching load will be paid according to the current policies on overtime payment for teachers in the academies, schools in the Vietnam People's Public Security, without applying the above-stipulated lecturer remuneration rates when participating in teaching training classes as assigned by the competent entity. When these lecturers are invited to teach at training classes organized by other training institutions or People's Public Security units and police departments, they will receive lecturer remuneration as per the stipulated policies.
- For foreign lecturers: depending on the necessity, training institutions will report to the Ministry leadership for consideration and decision on inviting foreign lecturers. The remuneration level for foreign lecturers will be determined by the training institutions based on negotiation depending on the lecturer’s quality and ensuring it fits within the training budget of the assigned unit.
