Remote College-Level Education: Only Teaching Knowledge Not Yet Known by Learners

On December 26, 2018, the Ministry of Labor, Invalids, and Social Affairs issued Circular 33/2018/TT-BLDTBXH stipulating regulations on training at college, intermediate, and elementary levels through distance learning and self-study with guidance.

According to the provisions of Circular 33/2018/TT-BLDTBXH, distant learning and guided self-study training can be implemented for the entire training programs at the college, intermediate, and primary levels, or for certain common subjects, modules, credits within the training programs at the college, intermediate, and primary levels.

The selection of the organization for training the entire training programs at the college, intermediate, and primary levels, or for certain common subjects, modules, credits within the training programs at the college, intermediate, and primary levels is decided by the head of the vocational training institution and reported to the competent state management agency as prescribed in Article 6 of this Circular.

Note, only teach content knowledge, guide practical job skills according to the content, requirements of subjects, modules, credits that learners do not know, cannot do, or do not know well enough, comprehensively, cannot do proficiently.

At the beginning of the course, the vocational training institution organizes an examination, reviews, and decides on exemptions for subjects, modules, credits that learners have completed with satisfactory results, or the number of modules, credits that learners have accumulated before starting the course.

Before each subject, module, credit, the vocational training institution conducts an examination and assessment of the learners' knowledge and skills to decide on a suitable training program content.

The training process must ensure interaction between teachers and learners, and among learners, manifested in participating in classes, guidance sessions, discussions; completing the study of content from main study materials, supplementary study materials; performing exercises, practical lessons, assessments; providing feedback to teachers on teaching content, practice. New technology applications are encouraged to monitor and assess learners' attendance levels.
