On September 19, 2018, the Ministry of Transport issued Circular 51/2018/TT-BGTVT specifying the dossier submission requirements for the reissuance of licenses for personnel operating and handling aviation equipment.
According to Circular 51, licenses for personnel operating aviation equipment and vehicles in restricted areas of airports and airfields are reissued in the cases where the licenses have expired or have been lost or damaged.
Organizations requesting reissuance of licenses for personnel operating aviation equipment and vehicles in restricted areas of airports and airfields shall submit one (01) set of documents directly or via postal service or other appropriate means to the Civil Aviation Authority of Vietnam.
The documents include:
- Application for reissuance of the license from the organization managing the personnel operating aviation equipment and vehicles, accompanied by a list of such personnel;- A copy of a suitable road motor vehicle driving license (for personnel operating vehicles) and a training certificate for operating suitable equipment and vehicles issued by the manufacturer or a qualified training institution for aviation personnel in accordance with regulations;- Two (02) color photos of size 3x4 cm, taken within the last six months, in the style of an identity card.
Within 18 days for license expiry and five (05) working days in case of lost or damaged licenses, from the date of receipt of the complete application as prescribed, the Civil Aviation Authority of Vietnam shall appraise the application, organize a proficiency test (for licenses with expired validity), decide on the reissuance of the license, or notify in writing the reasons for refusal to reissue the license to the applicant.
Circular 51/2018/TT-BGTVT takes effect from November 5, 2018.
