In any agency, organization, or company, there are specific regulations that define the principles, work policies, working relationships, etc., to ensure discipline, principles, and harmony within the structure and operations of that organization.
Regulations are policies stipulated by a competent authority or organization within a certain scope, issued in writing, and effective within the said authority or organization.
Regulations govern issues related to policies, organizational activities, personnel work, task assignment and decentralization of duties, authorities, norms, and applicable unit prices. Additionally, the regulations outline the requirements to be met and provide a principled framework.
Issued regulations must ensure three elements:
- Legality: Conformity with legal provisions and not contrary to the law.- Practicality: Suitability for management and operational needs, fitting the organization's activities in each specific field.- Effectiveness: Creating a legal framework for the organization, contributing positively to management, operation, and all activities of the organization; when applied, they must be respected and thoroughly implemented.
Regulations may be issued independently or alongside a Decree.
Example:
- Regulation 4048/QC-BHXH-HLHPNVN on coordination between Vietnam Social Security and the Vietnam Women's Union for the 2015 – 2020 period;- The Government of Vietnam's working regulation issued alongside Decree 08/2012/ND-CP.
