Recently, the Government of Vietnam has issued Decree 61/2019/ND-CP detailing certain provisions and measures for the implementation of the Vietnam Coast Guard Law.
According to the provisions of Article 4 of Decree 61/2019/ND-CP, police officers, investigators, and investigating officers are the legal titles of the Vietnam Coast Guard, responsible for preventing, detecting, and combating crimes and legal violations.

Specifically, Vietnam Coast Guard officers and investigators include:
- Junior officers and investigators;- Intermediate officers and investigators;- Senior officers and investigators.
The Minister of National Defense is the authority that stipulates the conditions, standards, procedures, appointment, dismissal, removal, and the Certificate form of Vietnam Coast Guard officers and investigators.
The Commander of the Vietnam Coast Guard has the authority to decide on the appointment, dismissal, and removal of officers and investigators; issue, revoke, and regulate the management and use of the Certificate of Vietnam Coast Guard officers and investigators.
Investigating officers of the Vietnam Coast Guard, when assigned to investigate criminal cases under the provisions of the Criminal Procedure Code and the Law on Organization of Criminal Investigation Bodies, must take responsibility before the law and the commanding officer who issued the assignment decision for the performance of their duties and powers.
In addition, policies regarding officers and soldiers of the Vietnam Coast Guard are specifically stipulated in Decree 61/2019/ND-CP as follows:
- Officers and soldiers of the Vietnam Coast Guard are entitled to salaries according to grades, ranks, positions, and allowance policies;- They are entitled to seniority allowances beyond the bracket, concurrent leadership position allowances, regional allowances, special allowances, attractiveness allowances, mobility allowances, hazardous and dangerous allowances, professional seniority allowances, occupational responsibility allowances, job responsibility allowances, national defense security service allowances, long-term work allowances on ships, at sea, islands, sea-going day allowances, special sea-going allowances appropriate to the working area, territory, sea areas, task requirements and other policies as officers and soldiers of the armed forces and officials and public employees having the same working conditions, environment, and working areas, sea islands as prescribed by law.
