Regulations to Know About Safety Boots in Domestic Production

Circular 14/2019/TT-BLDTBXH just issued by the Minister of Labor, War Invalids, and Social Affairs stipulates the national technical regulations for personal protective equipment - safety boots.

According to the provisions of Circular 14/2019/TT-BLDTBXH, domestically manufactured safety boots must be certified and declared to conform with relevant legal regulations.

The certification of conformity is carried out by conformity assessment organizations designated by the Ministry of Labor, Invalids, and Social Affairs.

Method of implementation: typetesting combined with product evaluation; surveillance through testing samples taken from the manufacturing site combined with evaluation of the production process (Method 3 in the Regulation on standard conformity announcement, regulatory compliance announcement, and methods of conformity assessment issued together with Circular 28/2012/TT-BKHCN).

Additionally, Circular 14 also stipulates the management of imported safety boots as follows:

- Imported safety boots must be certified and registered for state quality inspection of imported goods as per legal regulations.- The certification of conformity is done by conformity assessment organizations designated by the Ministry of Labor, Invalids, and Social Affairs or foreign organizations and individuals who are recognized to perform the certification.- The conformity certification is implemented via testing, and evaluation of product batches (Method 7 in the Regulation on standard conformity announcement, regulatory compliance announcement, and methods of conformity assessment issued together with Circular 28/2012/TT-BKHCN).- Exemption from quality inspection for imported safety boots in case of bilateral or multilateral agreements between the competent authorities of the Socialist Republic of Vietnam and the exporting countries, where quality inspection is not required upon import.- For sample products used for advertising and promotion purposes, not directly used by workers, an exemption from import quality inspection is granted, with a maximum quantity of 5 pairs.
