Below are the regulations on vehicle registration authorities in Vietnam from January 1, 2025, according to the latest Circular of the Ministry of Public Security of Vietnam.

Regulations on vehicle registration authorities in Vietnam from January 1, 2025

On November 15, 2024, the Minister of Public Security of Vietnam issued Circular 79/2024/TT-BCA prescribing the issuance, revocation of vehicle registration certificates, motor vehicle license plates, and specialized motor vehicles.

Article 4 of Circular 79/2024/TT-BCA provides regulations on vehicle registration authorities in Vietnam as follows:

(1) The Traffic Police Department registers vehicles of units under the Ministry of Public Security of Vietnam; cars, specialized motor vehicles of agencies, organizations specified in Appendix No. 01 issued with Circular 79/2024/TT-BCA; cars of diplomatic missions, representative offices of international organizations headquartered in Hanoi city and cars of foreigners working in these agencies.

(2) The Traffic Police Division registers the following vehicles (except those specified in (1)):

- Cars, trailers, semi-trailers, four-wheeled motorized vehicles for carrying people, four-wheeled motorized vehicles for carrying goods, and similar vehicles to cars (hereinafter referred to as cars) and specialized motor vehicles of organizations, individuals with offices or residences in districts, cities under a centrally-run city or in cities, district-level towns under provinces where the Traffic Police Division is headquartered;

- Cars registered with license plates from auctions; motorbikes registered with auctioned license plates for vehicles managed by the Traffic Police Division.

- Vehicles originating from confiscation, motorbikes with engine displacement from 175 cm^3^ or more;

- Cars, specialized motor vehicles, motorbikes, mopeds, and similar vehicles to motorbikes (hereinafter referred to as motorbikes) owned by foreign organizations, individuals.

(3) District-level police register the following vehicles: Motorbikes registered with auctioned license plates; cars, specialized motor vehicles, motorbikes of domestic organizations, individuals with headquarters, residence in the locality (except vehicles specified in (1), (2) and (4)).

(4) Commune, ward, commune-level town police (hereinafter referred to as commune-level police) carry out the registration of motorbikes (except vehicles originating from confiscation, vehicles with an engine displacement from 175 cm^3^ or more, and vehicles registered with license plates from auctions) as follows:

- Commune-level police of districts, district-level towns under centrally-run cities register motorbikes of domestic organizations, individuals with headquarters, residence in the locality;

- Commune-level police of districts, district-level towns, cities under provinces (except commune-level police where Traffic Police Division, district-level police, district-level towns, cities are headquartered) with new registration numbers from 150 vehicles/year or more (on average over the last 3 years) register motorbikes of domestic organizations, individuals with headquarters, residence in the locality.

(5) For communes with special local conditions, based on the actual number of registered vehicles, nature of the area, geographical distance, the Director of provincial-level police (hereinafter referred to as provincial-level police) in agreement with the Traffic Police Department decides on vehicle registration as follows:

- For communes with new motorbike registrations under 150 vehicles/year, assign that commune-level police to register vehicles directly or assign district-level police, district-level towns, or adjacent commune-level police which have been decentralized to register vehicles in clusters;

- For communes with the number of registrations exceeding capacity, besides having that commune-level police directly register vehicles, assign district-level police, district-level towns, cities, adjacent commune-level police which have been decentralized to register vehicles to assist in organizing vehicle registration in clusters for domestic organizations or individuals with headquarters, residence in the area.

(6) Vehicle registration authorities are responsible for ensuring adequate facilities, arranging convenient locations for receiving, processing applications, and vehicle registration procedures. The registration site must have a guiding diagram, working hours, identification boards for vehicle registration officers, seating and parking areas, a suggestion box, and publicly posted regulations on vehicle registration procedures and fees.
