Regulations on Updating Administrative Boundary Database

Updating the administrative boundary database is stipulated in Circular 46 as follows:

- The administrative boundary database update is only carried out when there are changes in administrative boundaries due to the establishment, separation, merger, or dissolution of administrative units according to Resolutions of the National Assembly or the Standing Committee of the National Assembly.- The administrative boundary database update must be carried out within 30 days from the date of receipt of the adjusted administrative boundary dossier, which has been appraised by a competent authority and permitted for storage and use.- The administrative boundary database update is performed on a replacement basis, with historical records kept for the changed administrative units at all levels, and metadata must also be updated.- The process for updating the administrative boundary database is specified in Annex 1 issued together with Circular 46. In which:- Scope of replacement update: only corresponds to the administrative boundary dossier of the administrative unit being established, divided, merged, or dissolved;- For neighboring administrative units to the administrative unit being established, divided, merged, or dissolved: synchronize related administrative boundary objects and geographic objects.- The process of updating the administrative boundary database must comply with the technical criteria specified in Clause 3, Article 4 of Circular 46.
