On November 15, 2017, the Ministry of Transport issued Circular 42/2017/TT-BGTVT listing several regulations for the transportation of tourists by inland waterway.
To be specific:
- The vehicle must ensure technical safety and environmental protection in accordance with regulations.- The vehicle must be equipped with an automatic identification system - AIS when operating on routes from shore to island or between islands as prescribed by law.- Equip enough lifebuoys and life jackets for tourists on the boat.- Inland waterway vehicles transporting tourists must ensure the following interior and amenities:- For vehicles with 12 to 20 seats, the following must be equipped: Instructions on using lifesaving equipment, emergency devices, and the contact numbers and addresses of rescue agencies at the passenger seat; a route map for the tourist route; a beverage container; a trash bin.- For vehicles with 20 to 50 seats, in addition to the regulations in point a of this clause, they must also be equipped with: sun protection devices, a microphone; a medicine cabinet and first aid equipment as specified by the Ministry of Health; the area for food and beverage services and the processing area (if any) must meet the requirements of the Ministry of Health and ensure the safety regulations on fire and explosion prevention.- For vehicles with over 50 seats, in addition to the regulations in point b of this clause, they must be equipped with: sunshade roofs, sun-blocking curtains, air conditioning or fans corresponding to the number of tourists being transported; and restrooms.- Particularly for tourist accommodation boats, regulations of the Government of Vietnam shall apply.
