Regulations on the Use of Uniforms for Militia and Self-Defense Forces

The uniform of the militia and self-defense force is specifically regulated in Circular 04/2015/TT-BQP on the management and use of militia and self-defense force uniforms.

I. Duration of Wearing Uniforms

- Winter uniforms are worn from November 1 of the previous year to March 31 of the following year.- Summer uniforms are worn from April 1 to October 31 of the same year.- The transitional period is calculated as 15 days before and after the winter and summer periods mentioned above.- In provinces from Da Nang onward (excluding the Central Highlands provinces), summer uniforms are worn throughout the year.

II. Use of Militia Uniforms

1. Wearing uniforms by season

- Winter uniforms:- Militia officers: Hard hat or soft hat with the militia insignia; winter clothing, caravat, warm jacket, socks, black leather shoes, or canvas shoes;- Militia soldiers: Hard hat or soft hat with the militia insignia; soldiers' clothing, warm jacket, socks, canvas shoes.- Summer uniforms:- Militia officers: Hard hat or soft hat with the militia insignia; summer clothing, socks, black leather shoes, or canvas shoes;- Militia soldiers: Hard hat or soft hat with the militia insignia; soldiers' clothing; socks, canvas shoes.

2. Wearing uniforms dailyThe Chief of Staff, Deputy Chief of Staff of the Commune Military Command; regular militia; officers, and militia soldiers during training, rehearsals, competitions, exercises, patrols, guard duties, and tasks according to plans approved by competent authorities; military training of the Commune Military Command.

3. Wearing uniforms on festive occasions

- National holidays; anniversaries of founding days, traditional days, political events of central and local agencies, organizations, and armed units:- Militia officers and soldiers wear seasonal uniforms with ribbons or medals issued by the local military chief or central military authority.- Male militia uniforms with ribbons or medals are worn on the left chest, with higher rank on top, lower rank below, no more than 5 per row, with the top edge of the first row 5 cm above the pocket flap; medals are worn on the right chest, 5 cm above the top edge of the pocket flap;- Female militia uniforms with ribbons or medals are worn on the left chest, with higher rank on top, lower rank below, no more than 5 per row, with the top edge of the first row level with the top button of the middle row; medals are worn on the right chest, with the top edge level with the top button of the middle row;- The militia participating in parades during national holidays; anniversaries of founding days, traditional days, political events of central and local agencies, organizations, and armed units:- The parade leader and militia flag bearers wear uniforms like militia officers and soldiers;- The militia wear traditional ethnic uniforms, with a headband or hat with the militia insignia.

4. The Chief of the Commune Military Command and unit chiefs regulate the use of hard or soft hats and shared uniforms suitable for each task.

5. Militia who have completed their service may use militia uniforms when participating in activities on national holidays, anniversaries of founding days, traditional days, and political events of central and local agencies, organizations, and armed units.
