From September 1, 2017, the funding for supporting medical examination costs and addiction treatment costs shall be guaranteed by the budget of the respective level, arranged within the budget estimates of the agencies and units assigned with the tasks according to the current budget allocation.
The content is stipulated in Circular 73/2017/TT-BTC recently issued by the Ministry of Finance, which regulates the management and use of the State budget to cover and support health examination and opioid addiction treatment costs with substitute drugs.
The State budget will cover and support health examination and addiction treatment costs with substitute drugs. Specifically, it will fully cover health examination and addiction treatment costs according to professional guidelines prescribed by the Minister of Health and service prices for medical examination, treatment, and addiction treatment services at state-owned medical and addiction treatment facilities as determined by competent authorities.
Support at least 95% of the health examination and addiction treatment costs for opioid addicts voluntarily participating in opioid addiction treatment with substitute drugs at addiction treatment facilities; support will not continue for individuals when treatment is terminated or when supported from other funding sources for the same expenditure.
This Circular regulates the management and use of the State budget to cover and support health examination and costs for opioid addiction treatment with substitute drugs, excluding targeted support from domestic and foreign organizations, individuals, or support amounts where sponsors or authorized representatives of sponsors and the Ministry of Finance have agreed on the content and level of expenditure.
The Circular applies to opioid addicts voluntarily participating in opioid addiction treatment with substitute drugs in compulsory rehabilitation centers, prisons, detention centers, compulsory educational institutions, juvenile reformatories; opioid addicts voluntarily participating in opioid addiction treatment with substitute drugs at addiction treatment facilities; and other agencies, organizations, individuals involved in the process of using the State budget to cover and support health examination and opioid addiction treatment costs with substitute drugs.
