The registered digital signature of the customs declarant is used to carry out electronic customs procedures nationwide.
Digital signatures used in the electronic customs procedures of customs declarants must meet the following conditions:
- The digital signature must correspond to a digital certificate provided by a public digital signature certification service provider or a foreign digital signature certification service provider recognized in accordance with the provisions of Decree 170/2013/ND-CP;- The digital signature certification service provider mentioned above must be on the list of digital signature certification service providers that have been confirmed by the customs authorities as compatible with the electronic customs data processing system and posted on the customs electronic information portal (address: http://www.customs.gov.vn).
Before using digital signatures to perform electronic customs procedures, customs declarants must register the digital signatures with the customs authorities.
Customs declarants must register to modify or supplement digital signature information with the customs authorities in the following cases: registered information has changed, renewal of the digital certificate, change of key pairs, suspension of the digital certificate.
The registration, modification, supplementation, or cancellation of registered digital signature information with the customs authorities shall be carried out in accordance with the guidelines in Appendix I of Circular 38.
