Regulations on the procedures for official recruitment in Vietnam from September 17, 2024

Article 14 of Decree 138/2020/ND-CP (amended by Decree 116/2024/ND-CP) regulates the procedures for official recruitment in Vietnam from September 17, 2024:

(1) After announcing the recruitment, the head of the authority with recruitment power decides to establish a Recruitment Council. The Recruitment Council decides to form an Examination Board for the Application Registration Forms to check the conditions and standards of the applicants.

(2) No later than 15 days, or no later than 30 days in cases where there are 500 or more applications, from the deadline for receiving Application Registration Forms, the Recruitment Council completes the following tasks:

- Announce on the official website or portal the list of candidates eligible to take the exam or assessment and related information about the recruitment process.

The announcement must clearly state: candidate information; the job position applied for, priority order of selection in the Application Registration Form (for cases applying for a job position recruited by multiple agencies using officials); exemption from round 1 or foreign language examination (if any); time for round 1 examination, proposed time for round 2 examination or time for the interview (for assessment); format, location of the examination, and other related information.

- Send notification to summon the applicants.

In case the applicant does not meet the conditions and standards, a notification stating the reasons must be sent.

(3) Organize the round 1 examination

- Time for round 1 exam: No later than 30 days from the deadline for receiving Application Registration Forms. If the extension is decided as per (2), then the round 1 exam time is no later than 45 days from the deadline for receiving Application Registration Forms.

- Conduct examinations on general knowledge and foreign languages.

Exam results are announced to candidates immediately after the test completion. No re-evaluation of round 1 results.

- The Recruitment Council publicly announces on the official website or portal of the authority with recruitment power the list of candidates for round 2, time, location, format for round 2, and notifies the candidates. Candidates who pass round 1 are automatically eligible for round 2 without needing a summon notification.

(4) Organize the round 2 examination

(i) Time for round 2 exam: No later than 10 days from the conclusion of round 1.

(ii) In cases where the professional field exam chosen is written

No later than 15 days from the conclusion of the written test, the grading and result announcement must be completed on the official website or portal of the authority with recruitment power. Also, the re-evaluation period must be announced.

If there are 1000 or more candidates in round 2, the Recruitment Council Chair can decide to extend the grading time but not exceed 30 days. The re-evaluation request period is 5 working days from the result announcement date.

If a re-evaluation request is made, it must be completed no later than 10 days from the re-evaluation request period end date. If many re-evaluation requests are received, the Recruitment Council Chair can extend the re-evaluation grading time but not exceed 20 days from the re-evaluation request period end date.

If the written test is conducted via computer, the test results are announced to the candidates immediately after the test completion. No re-evaluation of computer-based test results.

(iii) In cases where the professional field exam chosen is a combination of written and interview

The written exam is organized according to (ii).

The Recruitment Council decides to conduct the interview immediately after the written test (before having the written test result) or conduct the interview for candidates who pass the written test after having the written test result (including re-evaluation if any). No re-evaluation of interview results.

If the written test is conducted via computer, the Recruitment Council decides to conduct the interview for candidates who pass the computer-based test no later than 5 working days from the computer-based test completion date.

(5) Conduct assessment:

No later than 15 days from the notification to summon qualified candidates for the interview as stipulated in Clause 1, Article 11 Decree 138/2020/ND-CP (amended by Decree 116/2024/ND-CP), the Recruitment Council must proceed to conduct the interview. No re-evaluation of interview results.
