Decision 1198/QD-KTNN stipulates the functions, tasks, powers, and organization of the Information Technology Department under the State Audit Office in Vietnam, promulgated on May 29, 2024.

Pursuant to Article 3 of Decision No. 1198/QD-KTNN in 2024, the organizational structure of the Information Technology Department under the State Audit comprises:
- Planning and General Department;
- Digital Application and Data Department;
- Infrastructure and Information Security Department;
- Digital Technology Center: operates as a public service provider, having its own legal status, seal, and independent account.
The Information Technology Department consists of: Director, Deputy Directors, Department Heads and equivalents, Deputy Department Heads and equivalents, officials and public employees, and workers.
The appointment, dismissal, and demotion of officials and public employees in leadership roles within the Information Technology Department are conducted according to the Regulations on the delegation of management of officials, and on the appointment, reappointment, resignation, and dismissal of officials and public employees in leadership and managerial roles of the State Audit.
Specific responsibilities of the units under the Information Technology Department are defined by the Director after obtaining the approval of the Chief Auditor of the State Audit.
The establishment, merger, division, or dissolution of units under the Information Technology Department is decided by the Chief Auditor of the State Audit upon the recommendation of the Head of the Personnel Department and the Director of the Information Technology Department.
According to Article 2 of Decision No. 1198/QD-KTNN in 2024, the Information Technology Department under the State Audit has the following duties and powers:
- Propose, develop, and submit to the Chief Auditor of the State Audit:
+ Strategies, development plans, overall architecture, plans, programs, projects related to information technology, digital transformation, information security, and cyber security of the State Audit;
+ Policies, regulations, and rules in the field of information technology, digital transformation, information security, and cyber security of the State Audit;
+ Standards, regulations on quality management, economic and technical norms in the field of information technology, digital transformation, information security, and cyber security of the State Audit.
- Organize the implementation of strategies, development plans, overall architecture, plans, programs, projects, procurement of information technology applications, digital transformation, information security, and cyber security as decentralized by the State Audit.
- Guide the implementation, inspect, and evaluate the implementation of state and Chief Auditor's strategies, projects, plans, and regulations in the field of information technology, digital transformation, information security, and cyber security at the units under the State Audit.
- Participate in the development, appraisal, and contribution of professional audit documents and processes for the application of information technology and digital transformation of the State Audit.
- Organize the evaluation of information technology application levels, summarize results, and report to the Information Technology Application Evaluation Council of the State Audit for annual consideration and classification.
- Regarding investment management, procurement of information technology applications, digital transformation, and information security and cyber security of the State Audit:
+ Propose investment and procurement activities of information technology applications, digital transformation, information security, and cyber security to develop and maintain the information technology system of the State Audit;
+ Appraise projects and procurement tasks of information technology applications, digital transformation, information security, and cyber security of the State Audit as decentralized management;
+ Appraise technical and technological aspects of projects and procurement tasks of information technology applications of the units under the State Audit;
+ Guide, inspect, and evaluate the effectiveness of investments in projects, schemes, and activities of technology applications, digital transformation, information security, and cyber security of the State Audit.
- Organize the construction, development, management, operation, and utilization of the information technology infrastructure of the State Audit.
- Perform tasks as a specialized unit in information security. Advise and organize the implementation of information security and cyber security for the information technology system of the State Audit; organize inspections, evaluations, and monitoring of the State Audit's information security in accordance with the law.
- Organize the construction, development, implementation, management, operation of digital platforms; the shared index system; application software, databases for the operational direction, management, and professional activities of the State Audit.
- Organize the development, management, operation, exploitation, and use of digital data of the State Audit; manage, integrate, connect, and share digital data between the State Audit and related agencies, organizations, and units in accordance with the law.
- Organize support and guidance for units and individuals inside and outside the sector in using and exploiting the State Audit's information technology system.
- Organize research and pilot new technologies in the field of information technology to serve the construction, development, and security of information technology, digital transformation, and cyber security of the State Audit.
- Organize activities to raise awareness and promote the application of information technology, digital transformation, information security, and cyber security for officials and public employees and workers of the State Audit through events, seminars, information exchange, publications, and other support activities.
- Propose and organize the implementation of scientific research activities and international cooperation on the development of information technology, digital transformation, information security, and cyber security of the State Audit.
- Provide products and services related to information technology, information security, and cyber security to organizations and individuals inside and outside the sector in accordance with the law.
- Manage officials and public employees and workers of the unit in accordance with state regulations and the decentralization of the State Audit; organize and implement tasks in emulation and commendation, discipline, clerical work, archives, communication, and scientific research of the unit according to state regulations and those of the State Audit; periodically report to the Chief Auditor of the State Audit on a monthly, quarterly, annual, or unscheduled basis about the work results of the unit.
- Organize the implementation of financial, accounting, and annual expense settlement work; manage and use assets and equipment of the unit according to regulations.
- Perform other duties and powers as assigned by the Chief Auditor of the State Audit.
