Regulations on the organization and operation of the District-Level public vocational education centers in Vietnam

On August 16, 2020, the Ministry of Labor, Invalids, and Social Affairs promulgated Circular 05/2020/TT-BLDTBXH stipulating the organizational and operational regulations of district-level public vocational education centers in Vietnam.

Regulations on the organization and operation of the District-Level public vocational education centers in Vietnam (Illustrative image)

As prescribed in Article 6 of Circular 05/2020/TT-BLDTBXH, the regulations on the organization and operation of the District-Level public vocational education centers in Vietnam shall be established in accordance with the specific conditions of the Center and shall not contravene the relevant legal provisions. The primary content of the Center's organization and operation regulations in Vietnam must include the following:

- Name of the Center;

- Objectives and mission;

- Duties and powers of the Center;

- Organization of vocational educational activities;

- Duties and rights of teachers, management staff, and employees;

- Duties and rights of learners;

- Organization and management of the Center;

- Relationship between the Center and businesses, educational institutions, vocational education institutions, families, and society;

- Finance and assets of the Center;

- Inspection, examination, commendation, and handling of violations.

The regulations on the organization and operation of the Center must be approved by the Center's Director and must be publicly announced at the Center. Within 10 working days from the date the regulations are approved, the Director of the Center is responsible for sending 01 approved copy of the Center’s organization and operation regulations to the District-level People’s Committee and the Department of Labor, Invalids, and Social Affairs where the Center’s headquarters are located, for local management purposes.

The Director of the Center in Vietnam shall approve decisions to amend and supplement the regulations on the organization and operation of the Center in accordance with the above regulations in Vietnam.

More details can be found in Circular 05/2020/TT-BLDTBXH, which comes into effect in Vietnam from October 1, 2020.
