Regulations on the number of children participating in the children's forum from February 20, 2020

Recently, the Ministry of Labor, War Invalids, and Social Affairs has unanimously issued Circular 29/2019/TT-BLDTBXH providing guidelines for organizing children's forums.

The composition and number of participants in the children's forum from February 20, 2020, are prescribed by Circular 29/2019/TT-BLDTBXH as follows:

  1. Children

- National children's forum: minimum 100 children;

- Provincial children's forum: minimum 50 children;

- District children's forum: minimum 40 children;

- Commune children's forum: minimum 30 children;

- Other children's forums: minimum 50 children.

  1. Persons in charge of children: Each person in charge of children is responsible for caring for and supporting no more than 05 children.
  2. Volunteers: The number of volunteers should not exceed one-tenth of the number of children participating in the forum.
  3. Invited guests attending the forum: The total number of representatives of agency and organization leaders or authorized persons participating in dialogues and other guests attending the children's forum must not exceed one-third of the number of children participating in the forum.
  4. Journalists or representatives of media and press agencies: Based on the number of children, persons in charge of children, volunteers, invited guests, and the content and activities of the children's forum, the Organizing Committee for the children's forum will decide the appropriate number of journalists or representatives of media and press agencies to invite.

Furthermore, the Circular specifies the criteria for children, persons in charge of children, and volunteers participating in the children's forum as follows:

- For children

+ Children voluntarily participate with written consent from their parents or legal representatives as per the form prescribed in the Appendix attached to this Circular;

+ Ensure good health to participate in the forum;

+ Have an understanding of children's rights and duties, especially the right to participate, and possess some skills: teamwork, presentation, questioning, observation, listening, feedback, communication;

+ Selected from community, class, school, educational institution, child protection service facility, social assistance facility; club, team, group; children's forums at various levels based on criteria and selection forms through nomination, voting, or ballot.

- For persons in charge of children

+ Have good moral character;

+ Understand children's rights;

+ Possess some skills: observation, listening, feedback, communication, child protection;

+ Have a commitment to protect children.

- For volunteers

+ Voluntarily participate;

+ Possess some skills: observation, listening, feedback, communication, child protection;

+ Have a commitment to protect children.
