Regulations on the methods, contents, and results of the Appraisal Councils in Vietnam (illustrative image)

Circular 02/2015/TT-BKHCN stipulates that the Appraisal Council and the Advisory Expert Group to appraise the results of task performance are established by the Head of the appraisal agency. The composition of the Appraisal Council must include representatives from the specialized management agency in the field to be appraised. The methods, contents, and results of the Appraisal Council's work are stipulated as follows:

1. Methods of the Appraisal Council's work:

- The Council works based on democratic principles. Council members analyze and consider the task performance results according to the appraisal content of the task performance results; Provide opinions on the level of impact on national interests, defense, security, environment, life, health of people;- The evaluation documents and the appraisal report of the expert group (if any) must be sent by the appraisal agency to the Council members at least 3 working days before the meeting;- The Council meeting is organized within 15 working days from the date of the Decision to establish the Council and can only proceed if at least 3/4 of the Council members are present, including the chairman or the authorized vice-chairman; 2 reviewing members (written opinions of absent members are only for reference). Additionally, the Council meeting can only proceed when there are representatives from the specialized management agency in the field to be appraised.

2. Work contents of the Appraisal Council:

- The Council reviews, discusses, and analyzes the contents in the Dossier; examines the products of the task performance results; evaluation report of the expert group (if any);- The Council members appraise the task performance results according to the form prescribed in Appendix 4a or 4b of this Circular; The Council votes to evaluate the task performance results; The Council secretary aggregates and reports the results;- The Council secretary drafts the Council's appraisal minutes according to the prescribed form. The Council discusses to unify each conclusion content and approves the minutes.

3. Results of the Council meeting:

- The scientific and technological task performance results proposed by the Council for application must be approved by at least 3/4 of the total number of Council members attending the meeting. The appraisal votes of the Council members follow the prescribed form;- Within 3 working days from the end of the Council meeting, the Council minutes are sent to the appraisal agency according to the prescribed form.
