The content of this regulation is detailed in Circular 284/2016/TT-BTC, which prescribes the rates, collection policies, payment, management, and use of fees and charges in the field of quality management of aquaculture materials.
According to the provisions of Circular 284/2016/TT-BTC, the management of fees and charges in the field of aquaculture materials quality management is implemented as follows:
- The fee-collecting organizations are the Aquaculture Testing, Inspection, and Certification Center; the Aquaculture Testing, Inspection, and Certification Center of the Mekong River Delta; the Aquaculture Testing, Inspection, and Certification Center of the Southeast Region; the Aquaculture Testing, Inspection, and Certification Center of the Central and Central Highlands. These organizations are allowed to retain 90% of the collected fees to cover expenses for the contents specified in Decree 120/2016/ND-CP. The remaining 10% of the collected fees should be submitted to the state budget.- For fee-collecting organizations that are aquaculture management agencies in provinces and centrally-run cities:- The fee-collecting organizations must submit all collected fees to the state budget except in the case below.- If the fee-collecting organization is a public service provider or is allocated operating expenses from fee revenues for state agencies according to Clauses 1 and 2, Article 4 of Decree 120/2016/ND-CP, it is allowed to retain 90% of the collected fees. The remaining 10% of the collected fees should be submitted to the state budget.- Organizations collecting charges shall submit 100% of the collected charges to the state budget.
