Regulations on the Logbook of Inland Waterway Vessels

Circular 04/2017/TT-BGTVT amending Circular 47/2015/TT-BGTVT was issued on January 20, 2017. Notably, this Circular includes amendments to the regulations on the logbook of inland waterway vessels.

To be specific, according to Clause 3, Article 1 of Circular 04/2017/TT-BGTVT amending and supplementing Article 6 of Circular 47/2015/TT-BGTVT, the logbook of the vehicle must be stamped on the cover page by the Vietnam Inland Waterway Administration or the Departments of Transport of provinces and centrally-run cities before use. The vehicle logbook includes: voyage logbook and engine logbook.

1. Voyage Logbook

The voyage logbook is always kept in the control room. The captain and vice-captain are responsible for daily entries in the voyage logbook.

The voyage logbook continuously records, updates, and reflects data, journey details during operations, and vehicle maintenance; when changing shifts, the handover between shifts must be recorded in the voyage logbook.

The captain is responsible for overseeing the entries and managing the logbook during its use. The logbook must be stored for at least 02 years after use and then submitted to the vehicle owner for storage as per archival regulations.

If the voyage logbook is lost or damaged, it must be immediately reported to the Vietnam Inland Waterway Administration, Departments of Transport of provinces and centrally-run cities, representatives of the Maritime Port Authority, Regional Inland Waterway Port Authority, and Inland Waterway Port Authority under the Departments of Transport of the nearest provinces and centrally-run cities.

2. Engine Logbook

The engine logbook is always kept in the engine room. The chief engineer and deputy engineer are responsible for daily entries in the engine logbook.

The engine logbook continuously records, updates, and reflects all data during operations and maintenance of the vehicle's engine; when changing shifts, the handover between shifts must be recorded in the engine logbook.

The chief engineer is responsible for overseeing the entries and managing the logbook during its use. The logbook must be stored for at least 02 years after use and then submitted to the vehicle owner for storage as per archival regulations.

If the engine logbook is lost or damaged, it must be immediately reported to the Vietnam Inland Waterway Administration, Departments of Transport of provinces and centrally-run cities, representatives of the Maritime Port Authority, Regional Inland Waterway Port Authority, and Inland Waterway Port Authority under the Departments of Transport of the nearest provinces and centrally-run cities.
