Regarding this issue, LawNet would like to answer as follows:
On November 3, 2023, the Minister of National Defense issued Circular 82/2023/TT-BQP on adjusting monthly benefits for military personnel, and cipher workers receive the same salary as military personnel who have been demobilized, demobilized, or quit their jobs.
Specifically, the June 2023 monthly allowance for military personnel will be adjusted by 12.5%.
The adjustment will follow the following formula:
Monthly benefit from July 2023 = Monthly benefit from June 2023 x 1.125
The latest monthly allowance for military personnel after adjustment:
- From full 15 years to less than 16 years, the subsidy level is equal to 2,285,000 VND/month;
- From full 16 years to under 17 years, the subsidy level is equal to 2,388,000 VND/month;
- From 17 years to under 18 years, the subsidy level is equal to 2,494,000 VND/month;
- From 18 years to under 19 years, the subsidy level is equal to 2,598,000 VND/month;
- From 19 years to less than 20 years, the subsidy level is equal to 2,700,000 VND/month.

Subjects to whom this monthly benefit adjustment applies include: - Military personnel who have been demobilized are receiving a monthly allowance according to the provisions of Decision 142/2008/QD-TTg on implementation of the regime for soldiers participating in the resistance war against the US to save the country with less than 20 years of service in the Army who have been demobilized and returned to their localities; Decision 38/2010/QD-TTg on amending and supplementing Decision 142/2008/QD-TTg. - Soldiers and people doing cipher work are paid the same as soldiers who have been demobilized, demobilized, or quit their jobs and are receiving monthly benefits as prescribed in Decision 62/2011/QD-TTg on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975, who were demobilized, demobilized, or quit their jobs. |
Note: Continue to apply the calculation and adjustment level of monthly benefits for military personnel and cipher workers who receive the same salary as for military personnel who have been demobilized, demobilized, or quit their jobs according to the provisions of Joint Circulars or Circulars of the Minister of National Defense issued before the effective date of Circular 82/2023/TT-BQP for cases where the competent authority decides to enjoy monthly benefits according to Decision 142/2008/QD-TTg, Decision 62/2011/QD-TTg from the effective date of Circular 82/2023/TT-BQP, ensuring consistency in beneficiaries and monthly subsidy levels for subjects corresponding to the effective period of each document.
- The General Department of Politics directs the Policy Department
+ Preside and coordinate with functional agencies inside and outside the Army to implement, guide, and inspect agencies, units and localities to implement this Circular;
+ Adjust the level of benefit entitlement according to the instructions in Article 3 of Circular 82/2023/TT-BQP for subjects who have decided to enjoy monthly benefits from the effective date of this Circular onwards. .
- Departments of Labor, War Invalids, and Social Affairs of provinces and centrally run cities make adjustments and pay monthly benefits according to instructions in Article 3 of Circular 82/2023/TT-BQP for subjects who have decided to enjoy monthly benefits before Circular 82/2023/TT-BQP takes effect.
More details can be found in Circular 82/2023/TT-BQP, taking effect on December 19, 2023. The regulations in Circular 82/2023/TT-BQP will be implemented on July 1, 2023.
