Recently, the Government of Vietnam promulgated Decree 45/2009/ND-CP guiding the import, sampling, management, and use of narcotic substances, precursors, addictive substances, and psychotropic drugs for defense and security purposes.

The import and sampling of narcotic substances, precursors, addictive substances, and psychotropic medicines must comply with Decree No. 45/2009/ND-CP as follows:
- The sources of samples of narcotic substances, precursors, addictive substances, and psychotropic medicines are taken from evidence in discovered and seized drug-related criminal cases and imported through legitimate foreign agencies and organizations.
- Law enforcement forces, upon discovering and seizing narcotic substances, precursors, addictive substances, and psychotropic medicines with quantities of 350 grams or 100 tablets, tubes, or 5 liters of liquid or more, and in cases of lesser quantities but involving new types of narcotic substances, precursors, addictive substances, or psychotropic medicines, must, in addition to sampling for forensic examination according to procedural law, also extract samples to send to the Ministry of Public Security’s Institute of Criminal Science for tracing the origin.
- The sampling of narcotic substances, precursors, addictive substances, and psychotropic medicines must be conducted in accordance with the regulations for forensic examination outlined in the Criminal Procedure Code. The Ministry of Public Security, in coordination with the Supreme People's Procuracy and the Supreme People's Court, specifies the quantity, process, and procedures for sampling narcotic substances, precursors, addictive substances, and psychotropic medicines from evidence seized in drug-related criminal cases.
- The import of samples of narcotic substances, precursors, addictive substances, and psychotropic medicines must comply with current regulations on the import of narcotic substances, precursors, addictive substances, and psychotropic medicines.
