Principles of implementation of democracy in the operation of the Ministry of Finance of Vietnam

- Ensure the rights of officials and public employees, and employees to be informed, to provide opinions, to decide, and to monitor and supervise the implementation of democracy within the Ministry of Finance of Vietnam.

- Ensure the leadership of the Party Affairs Committee, the Communist Party Committee of the Ministry of Finance, the leadership, direction, and administration of the Leaders of the Ministry of Finance of Vietnam, and the role of the Trade Union and other political-social organizations in implementing democracy at the Ministry of Finance.

- Implement democracy at the Ministry of Finance of Vietnam within the framework of the Constitution and the law; ensure order and discipline without obstructing the normal operations of agencies, units, and enterprises under and affiliated with the Ministry of Finance.

- Protect the interests of the State, and the legitimate rights and interests of officials and public employees and employees within the Ministry of Finance.

- Ensure transparency, enhance accountability in the process of implementing democracy at the Ministry of Finance.

- Respect the contributions of officials and public employees and employees, promptly resolve the proposals and reflections of officials and public employees and employees.

Rights of Officials and Public Employees, employees of the Ministry of Finance in Implementing Democracy in Vietnam

- To be recognized, respected, protected, and ensured of human rights and citizen rights regarding political, civil, economic, cultural, and social matters; to ensure the exercise of rights concerning the implementation of democracy at agencies and units according to the law on implementing democracy and this Regulation.

- To be openly informed and request to be provided with complete, accurate, and timely information according to the provisions of the Law on Access to Information; propose initiatives, provide opinions, discuss and decide on matters concerning the implementation of democracy at agencies, units, enterprises; inspect, supervise, propose, reflect, complain, denounce, file lawsuits regarding decisions or actions violating the law on implementing democracy at agencies, units, enterprises as prescribed by law.

- To be fully and promptly informed about legitimate rights and interests, social security policies, and social welfare as prescribed by law and the decisions of agencies, units, enterprises.

- To be facilitated to participate in learning, working, producing, and business activities, improving and enhancing material and spiritual life for oneself, family, and community according to conformable Party guidelines and State laws; benefit from innovation outcomes, socio-economic development, social welfare policies, and democratic implementation results.

Duties of Officials and Public Employees, employees of the Ministry of Finance in Implementing Democracy in Vietnam

- Comply with the provisions of the law on implementing democracy at grassroots. Abide by decisions and regulations of agencies, units, enterprises, and localities where they reside.

- Provide opinions on the contents proposed for public opinion at the grassroots as prescribed by the law on implementing democracy at the grassroots and this Regulation.

- Timely propose, reflect, and report to the competent agency upon discovering any legal violations regarding implementing democracy at the grassroots.

- Respect and ensure social order and safety, the interests of the State, the legitimate rights and interests of agencies, units, enterprises, and individuals.
