Regulations on the High School Graduation Examination 2020 in Vietnam: Each Province to Organize One Examination Council

Below content is addressed in Circular 15/2020/TT-BGDDT issued by the Ministry of Education and Training of Vietnam on May 26, 2020, regarding the Regulation on high school graduation exams.

Under Article 8 of Circular 15/2020/TT-BGDDT, each province is to organize one Exam Council, chaired by the Department of Education and Training, to conduct exams for all candidates registered for the exams in the province in Vietnam. Each Exam Council will have Exam Centers to organize the supervision of exams during the exam period.

The Director of the Department of Education and Training in Vietnam issues a decision to establish the Exam Council and its Committees, which include: the Secretariat Committee; the Exam Paper Printing and Duplication Committee; the Exam Paper Transportation and Delivery Committee; the Supervision Committee; the Essay Marking Committee; the Essay Grading Committee; the Multiple-Choice Grading Committee; the Essay Re-evaluation Committee; and the Multiple-Choice Re-evaluation Committee.

- Composition of the Exam Council in Vietnam: The Chairman is the Director of the Department of Education and Training (or the Deputy Director in special cases); the Vice Chairmen are the Deputy Directors of the Department of Education and Training and some heads of professional divisions of the Department; the Members are the leaders of some divisions of the Department and the Principals of high schools, with the standing member being the head of the division responsible for managing high school graduation exams (referred to as the Exam Management Division);

- Duties and powers of the Exam Council in Vietnam: Receiving sealed original exam paper bags/envelopes for each subject from the National Exam Setting Council, organizing the duplication of exam papers; disseminating, guiding, and directing the implementation of the Exam Regulations; supervising exams, safeguarding exam papers, conducting phasing, grading, re-grading; establishing teams to perform tasks as proposed by the Heads of Committees; announcing exam results as per the Exam Regulations; addressing inquiries and resolving complaints related to exam organization; promptly reporting to the National Steering Committee on the examination organization of the Exam Council; organizing the reception and handling of information and evidence of exam regulation violations as prescribed in Article 52 of these Regulations; summarizing the exam organization within their scope; proposing rewards and disciplinary actions according to their functions and powers as prescribed; implementing reporting policies and transferring exam data to the Ministry of Education and Training  within the stipulated time; directing and handling issues occurring at the Committees under the Exam Council as per the Exam Regulations; organizing the safeguarding, ensuring safety and confidentiality of exam papers, exam scripts, and related documents as prescribed by the Exam Regulations; reporting to the Provincial Steering Committee and the National Steering Committee to handle situations beyond their authority. The Exam Council uses the official seal of the Department of Education and Training;

- The Chairman of the Exam Council decides on the organization, tasks, and responsibilities, and is accountable for the performance results of the Exam Council according to these Regulations;

- The Committees, Vice Chairmen, and members of the Exam Council are responsible for the performance results of their duties and powers as assigned or delegated by the Chairman of the Exam Council.
