Regulations on the Examination Board for Issuing Train Driving Licenses

Circular 33 stipulates that the Examination Council for Issuing Train Driving Licenses (hereinafter referred to as the Examination Council) is established by the Director of the Vietnam Railway Authority.

The composition of the Examination Council consists of 05 to 07 members, including:

- The Chairman of the Council is the leader of the Vietnam Railway Authority or an individual authorized by the Director of the Vietnam Railway Authority;- The Vice-Chairman of the Council is the leader of the enterprise with candidates participating in the examination;- Other members of the Council are decided by the Director of the Vietnam Railway Authority.

According to Circular 33, the Examination Council for Issuing Train Driving Licenses operates under the following principles:

- The Examination Council only works when the Chairman of the Council and at least 60% of the total number of Council members are present;- The evaluation conclusions of the Examination Council are only valid when at least 80% of the present members agree;- The Examination Council disbands upon completion of its tasks.

Additionally, the Examination Council has the following duties and authorities:

- Direct and inspect the preparation work for the examination;- Preside over the development and submission of examination content to the Director of the Vietnam Railway Authority for approval before organizing the examination;- Direct the examination in accordance with the regulations of the Ministry of Transport;- Disseminate, guide examination content, procedures, and other necessary regulations to examiners;- Arrange the examination schedule and organize the examination;- Temporarily suspend the examination and report to the Director of the Vietnam Railway Authority when it is deemed that the conditions to organize the examination are inadequate;- Summarize the examination results and make a record, store the documents and materials of the examination at the Vietnam Railway Authority;- Decide on handling and resolving cases of examination process violations reported by the Examination Committee.

Circular 33/2018/TT-BGTVT is effective from July 1, 2018.
