Recently, the Government of Vietnam issued Decree 94/2010/ND-CP regulating drug detoxification organization at home and in the community. This includes regulations on the organization of detoxification treatment facilities in Vietnam.
Regulations on the establishment of drug addiction Detoxification Facilities in Vietnam (Internet image)
Article 23 of Decree 94/2010/ND-CP stipulates the establishment of Drug Detoxification Treatment Facilities in Vietnam as follows:
- Responsibility for organizing Drug Detoxification Treatment Facilities by the Chairman of the People's Committee:
- The Chairman of the People's Committee at the commune level decides to use the existing facilities in the locality to organize drug detoxification treatment in the community.
- For communes with a small number of drug addicts, where it is unnecessary or not feasible to establish a separate detoxification facility, they should link with other communes or combine with the Social Disease Treatment - Education - Labor Centers, or other facilities permitted to perform detoxification in the region to organize detoxification treatment for drug addicts.
- If there are no facilities to organize a detoxification treatment facility, the Chairman of the People's Committee at the commune level should request the Chairman of the People's Committee at the district level to decide on building a drug detoxification treatment facility suitable to the local needs and capabilities.
- General regulations for each Drug Detoxification Treatment Facility:
- The detoxification treatment facility must implement measures for the prevention and control of HIV/AIDS infection and other dangerous infectious diseases in accordance with the law.
- Detoxification and detoxification treatment for drug addicts at home or in the community must be conducted by healthcare professionals trained in drug detoxification treatment support and certified by the Provincial Department of Health; applying the correct medication and detoxification regimen issued by the Ministry of Health.
- Responsibilities of the Ministries and Central Authorities: The Ministry of Health shall preside over, and collaborate with the Ministry of Labor, Invalids, and Social Affairs in stipulating the conditions and standards for detoxification treatment facilities; and guide the implementation of measures for the prevention and control of HIV/AIDS infection and other dangerous infectious diseases in the detoxification treatment facilities.
