Regulations on the Dossiers for Requesting Appointment as Honorary Consul from March 23, 2020

Minister of Foreign Affairs has just signed and promulgated Circular 01/2020/TT-BNG on the regulations of Honorary Consuls of the Socialist Republic of Vietnam.

Circular 01/2020/TT-BNG stipulates the application dossier for the appointment as Honorary Consul of the Socialist Republic of Vietnam, including:

- A letter to the Minister of Foreign Affairs expressing the desire to become an Honorary Consul, in which the applicant commits that, if appointed, they will self-finance all activities of the Honorary Consul, will not receive a salary from the Government of Vietnam, will respect the laws and customs of Vietnam and the host country. The letter should specify the intended location of the Honorary Consulate's office and the consular district;

- A curriculum vitae with one (1) 4x6 cm photo attached (recently taken, white background, face looking straight, head uncovered, no colored glasses);

- Two (2) 2x3 cm photos for making the Honorary Consul Card (recently taken, white background, face looking straight, head uncovered, no colored glasses);

- A certified copy of the passport. If the applicant is a Vietnamese citizen or a citizen of a third country, they must submit a certified copy of the passport and the Permanent Residence Card in the host country;

- A judicial record issued by the competent authority of the host country no more than one (1) year from the date of dossier submission;

- Proposed program and action plan.

Foreign-language documents in the dossier must be translated into English or Vietnamese and certified by the translator's signature as prescribed. The judicial record must be consularly legalized according to the law before translation and certification of the translator's signature, unless exempted from consular legalization under international treaties to which Vietnam is a party or on the principle of reciprocity.
