Regulations on the discharge flow coefficient Kf in Vietnam

On September 27, 2017, the Ministry of Natural Resources and Environment of Vietnam issued Circular 31/2017/TT-BTNMT to specifically regulate the emission source flow coefficient Kf.

Circular 31 prescribes the discharge source flow coefficient Kf in Vietnam as follows:

At the same time, Circular 31 also stipulates that the discharge source flow F shall be calculated according to the maximum discharge flow stated in the Environmental Impact Assessment Report, Environmental Protection Commitment, Environmental Protection Scheme, Environmental Protection Plan, or the Certificate of Completion of Environmental Protection Works and Measures approved by the competent authority.

Note that when the discharge source flow F changes and no longer matches the value of the applied Kf coefficient, the cassava starch processing facility must report to the competent authority to adjust the Kf coefficient according to current regulations.
