Regulations on the Details of Equipment for Enterprises Providing Maritime Safety Services

On May 10, 2017, the Ministry of Transport issued Circular 14/2017/TT-BGTVT providing guidance on certain provisions of Decree 70/2016/ND-CP on conditions for providing maritime safety assurance services.

According to Circular 14, wharves, production workshops, and special-purpose ships of enterprises providing maritime safety services for public navigation channels and maritime routes must meet the following requirements:

- The wharf must be capable of safely accommodating special-purpose ships. The storage yard behind the port must have a minimum area to ensure the storage of goods loaded and unloaded at the port and to serve the establishment, operation, maintenance, and repair of maritime signaling systems, water areas, and navigation channels.- The production and maintenance workshop for maritime signaling must have a minimum total area of 600 m².- Special-purpose ships must have suitable structures and operational areas to serve the tasks of establishing, operating, maintaining, repairing, and supervising the continuous operation of the maritime signaling system. They must also be equipped with cranes or hoisting equipment to ensure the movement and lifting of maritime signals, equipment, materials, machinery, and goods.
