Regulations on the Delivery, Receipt, and Handling of Special Goods

special cargo when transported must be packed, sealed, placed in containers or other storage units, locked, sealed with lead, and safely preserved.

The delivery, receipt, and loading/unloading of goods must be carried out as follows:

- The delivery, receipt, and loading of special cargo onto the transport vehicle at the dispatch point and the delivery, receipt, and unloading of special cargo at the receiving point must be documented by the entity directly managing the special cargo. A representative of the People's Police unit responsible for armed protection during transportation of the special cargo must witness and sign the record of locking and sealing the containers or storage units at the dispatch point and unlocking and unsealing them at the receiving point.- When delivering, receiving, and unloading special cargo at the receiving point, if any suspicion or discrepancy in the seal or lead seal is detected, the delivery, receipt, and unloading activities must be temporarily suspended, a report must be drafted to determine the cause, and it must be reported to the heads of the involved agencies and the head of the People's Police unit responsible for armed protection during transportation for coordinated resolution.

The continuation of the delivery and receipt of the special cargo is decided by the head of the receiving agency at the destination.
